To avoid and minimize potential project impacts, the project would include site -specific <br />Best Management Practices (BMPs) to be implemented during project construction. A <br />list of site -specific BMPs are outlined in the FEA/FONSI attached to the application <br />packet. <br />G. The proposed project is not anticipated to involve an irrevocable commitment, or loss and <br />destruction or any natural or cultural resource. <br />Anticipated impacts of the proposed project on valued cultural, historical or natural <br />resources is not expected. An Archaeological Inventory Survey was completed for the project <br />and accepted by the State Historic Preservation Division. Attached to the EPIC application are <br />these two documents with more specific information regarding: <br />a. The identity and scope of valued cultural, historical, or natural resources in the area, <br />including the extent to which traditional and customary native Hawaiian rights are <br />exercised in the area; <br />b. The extent to which those resources, including traditional and customary native Hawaiian <br />rights, will be affected or impaired by the proposed action; and <br />c. The feasible action, if any, to be taken to reasonably protect any valued cultural, <br />historical or natural resources, including any existing traditional and customary native <br />Hawaiian rights. <br />Anticipated impacts of the proposed development on the following in relationship to the <br />objectives and policies as contained in Chapter 205A, HRS, and the SMA Guidelines are <br />addressed in detail in the FEA/FONSI and include discussion regarding: <br />a. Recreational resources; <br />b. Historic resources; <br />c. Scenic and Open Space resources; <br />d. Coastal Ecosystems; <br />e. Economic Uses; and <br />f. Coastal Hazards <br />The project site is along the shoreline and is entirely within the SMA. All assessments of <br />anticipated impacts were performed in a manner to take into account the project location and <br />public sensitivity to the existing site. The FEA/FONSI prepared according to Chapter 343, HRS, <br />is attached in the EPIC application site for reference. This was supposed to be published in the <br />January 23, 2023 edition of the Environmental Notice, however an oversight was made by the <br />Environmental Review Program, Office of Planning and Sustainable Development, leading to a <br />delay in publication (now set for February 8, 2023).
