Bow Engineering & Development, Inc.�� <br />Miloli`i Beach Park Accessibility SSV Application <br />Improvement Project April 6, 2023 <br />There would be no direct increase in operational traffic due to implementation of the <br />proposed project, and no long-term adverse effects to circulation and parking would <br />occur. <br />N. The Miloli`i Beach Park is not served by any utility services. Electricity is provided by <br />solar panels with battery storage on the existing pavilion. Water for the comfort station is <br />provided by privately operated water supply trucks. This water is non -potable and is only <br />used to flush toilets and hand sinks. The project site is served by an on -site septic system. <br />Because no new residences would be constructed on site, and no new employees would <br />be drawn from the local labor pool, no increase in population would result from the <br />proposed project. Therefore, no increases in the demands for public services such as <br />schools, libraries, parks, health services, police, or fire protection would be expected, and <br />no additional public facilities would need to be constructed. Further, activities at the <br />proposed beach park accessibility improvements project site would not affect the <br />provision of utilities and public services to adjacent land uses. Replacement of existing <br />facilities and accessibility improvements planned are expected to have no negative long- <br />term impact on utilities and public services. <br />Item 94: A written narrative providing a detailed justification of the proposed project, which <br />addresses the criteria and conditions set forth in Planning Commission Rule 8-11. <br />Rule 8, Shoreline Setback, provides for the variance process in section 8-4 and defines the <br />criteria for approving a variance in section 8-11. Section 8-11 (b) states: <br />(1) Shoreline -dependent Facility Standard. <br />A variance may be granted for an activity or structure that is necessary for or ancillary <br />to a shoreline -dependent facility or improvement, including drainage facilities and <br />boating, maritime or ocean sports recreational facilities; provided that the proposal is <br />the practicable alternative which best conforms to the purpose of this rule. <br />(2) Public Interest Standard. <br />A variance may be granted for an activity or structure which is undertaken by a public <br />agency or by a public utility regulated under Chapter 269, Hawai `i Revised Statutes, or a <br />private facility or improvement which is undertaken by a private entity and is clearly in the <br />public interest; provided that the proposal is the practicable alternative which best conforms <br />to the purpose of this rule. <br />The Miloli`i Beach Park and pavilion is an important recreational facility for residents in the <br />area. The County of Hawai'i Parks & Recreation's proposed project would have a beneficial <br />impact to park and recreation resources since it would provide accessibility improvements that <br />would broaden equitable public access to the beach park facilities. The proposed accessibility <br />improvements to meet ADA requirements and relocation of the existing pavilion further outside <br />of the shoreline setback will better improve and support the community's use of the beach park <br />amenities. <br />Page 7 of 8 <br />
