Notwithstanding that situation, for the purpose of this report and <br /> application, the request will be discussed and justified on the merits of the <br /> site being appropriate for an A-5a zoning. <br /> Having said that, the properties in the general area, particularly in the <br /> vicinity of the area between the subject site and the Belt Highway are <br /> zoned A-1a, as noted in the zoning map. (Figure 2) This would include <br /> the existing subdivisions such as the Waimea Vacationland Subdivision, <br /> Pu'ukapu Acres, Kamuela Lakeland, and Wailani Ranchos_ <br /> If approved, the site would be subdivided in a manner meeting with both <br /> the Zoning and Subdivision Codes. Further, all uses and standards <br /> consistent with the requested A-5a zone would be adhered to. <br /> E. SMA Objectives and Policies <br /> The site is not located within the County Special Management Area <br /> ("SMA"). As such, no SMA Use Permit would be required. However, as <br /> the entire island falls within the State Coastal Zone Management ("CZM") <br /> Area, a discussion of the request's relationship to the CZM Program will <br /> be covered in Chapter IX — Regulatory Analysis. <br /> F. Other Permitting Requirements <br /> As noted earlier, other permits would still be required. These would be of <br /> the "ministerial" variety, such as Subdivision Approval, grading permit, <br /> right-of-way permit, and the like. <br /> V. ENVIRONMENTAL CONSIDERATIONS <br /> A. General Description <br /> The subject parcel is located on the northern slope of Mauna Kea, over <br /> six (6) miles from the nearest shoreline. The parcel is gently sloping, with <br /> an average slope of about eight (8) percent. The southern end is fairly <br /> level with slopes ranging from two (2) to five (5) percent. The northern <br /> section of the property ranges from two (2) to 10 percent. <br /> It has an elevation that ranges from 2,500 to 3,000 feet above mean sea <br /> level. <br /> The mean annual rainfall in this area is approximately 80 inches. The <br /> wetter months tend to occur between March through September. The <br /> mean annual temperature is about 70 degrees Fahrenheit to the lower <br /> 5 <br />
