80's. Because the site is situated on the somewhat windward side of the <br /> island, winds tend to be trade and variable. Slight northeasterly winds <br /> occur during the day, while westerly or mountain winds are prevalent <br /> during the evenings. <br /> The subject parcel is somewhat triangular in shape. Its longest points <br /> front the Old Mamalahoa Highway and Waokele Street. (Figure 3) <br /> The site has an existing dwelling constructed in the early 1950's used as <br /> a ranch house, as well as a barn and tack room. The site has and <br /> continues to be used intermittently for cattle grazing and cultivation of <br /> some fruit trees. <br /> B. Soils and Topography <br /> The topography of the site slopes slightly at about an average grade of <br /> eight (8) percent in a northerly to southerly direction. <br /> The USDA Soil Survey Report identifies soil on this site as of the "Maile <br /> Silt Loam" (MLD) series, with a 6-20% slope. This type of soil is <br /> characterized as well-drained, silt clay loams that formed in volcanic ash. <br /> Permeability is moderately rapid, runoff is slow, and the erosion hazard is <br /> slight. This type of soil is typical of pasture, woodland, and truck crops. <br /> The Land Study Bureau Overall Master Productivity Rating for the subject <br /> area is essentially Class "C" or fair (C-120). This soil type has a fair <br /> productivity potential for agricultural crops. It is described to be of the <br /> Kukaiau, Kaumoali, and Kukuihaele series with deep, moderately fine <br /> textured soil. The soil color is dark brown, and the parent material is <br /> volcanic ash. It is well drained but moist and is moderately suited for <br /> machine tillability. <br /> The State of Hawaii's Agricultural Lands of Importance to the State of <br /> Hawaii ("ALISH") maps classify most of this site as being "Other <br /> Important Agricultural Land." While not "Prime," that designation refers to <br /> lands that have statewide or local importance for agricultural use. <br /> C. Natural Hazards <br /> 1. Drainage <br /> The Federal Emergency Management Agency's Flood <br /> Insurance Rate Map ("FIRM") designates the area of the proposed <br /> development to be in Zone X (areas outside of 500-year flood). <br /> 6 <br />
