<br />PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />HEARING TRANSCRIPT <br />SEPTEMBER 7, 2006 <br />PLANNING DIRECTOR’S PROPOSED <br />A regularly advertised hearing on the <br />AMENDMENT TO CHAPTER 25, ZONING CODE <br /> was called to order at 11:30 a.m. in the <br />County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with <br />Chairman C. Kimo Alameda presiding. <br />PRESENT:C. Kimo AlamedaABSENT & EXCUSED: Fred Galdones <br />Andrew IwashitaBill Graham <br />Jeffrey McCallRodney Watanabe <br />Alvin Rho <br />Allen Salavea <br />Rene’ Siracusa <br />Ivan Torigoe, Deputy Corporation Counsel <br />Brad Kurokawa, Deputy Planning Director (from 11:30 a.m. to 1:30 p.m.) <br />Norman Hayashi, Planning Program Manager <br />Phyllis Fujimoto, Staff Planner <br />Jeff Darrow, Staff Planner <br />And approximately 43 people from the public in attendance. <br />INITIATOR: PLANNING DIRECTOR <br />Amendment to Chapter 25 (Zoning Code), Article 1, Section 25-1-5(b) of the Hawaii County <br />Code 1983 (2005 Edition, as amended), by amending the definition of “family” to read as <br />follows: <br />“Family” means an individual or two or more persons related by blood, state-sanctioned <br />adoption, foster parentage, guardianship or marriage, or a group of not more than five <br />unrelated persons (excluding servants), occupying a dwelling unit. The term includes <br />individuals in larger group living situations described as group living facilities and family <br />child care homes[.] and a group of not more than eight unrelated persons, plus any <br />program staff, living in a facility licensed by the department of health. <br />ALAMEDA:Next on the agenda is Planning Director’s proposed amendment to <br />Chapter 25 (Zoning Code), Article 1, Section 25-1-5(b) of the Hawaii County Code 1983 (2005 <br />Edition, as amended), by amending the definition of “family.” <br />Okay, we’d like to make this as painless and as comfortable as possible for you guys. We really <br />appreciate public testimony. That helps us to make a decision and to give us all the views <br />necessary. So, also, note that with this particular agenda item, all we’re doing as a Planning <br />Commission is making a recommendation to the County Council.
