Existing (2019) Condition Mitigation <br /> The following recommendations were made to mitigate the noted intersection movements: <br /> • As a result of signal warrants not being met, it was recommended that the intersections <br /> remain unsignalized and for future roundabout analysis to be done at both Hualalai Street <br /> intersections. <br /> • An acceleration lane was recommended for the westbound right turn from Hualalai Street <br /> (south) onto Route 11, similar to all other unsignalized intersections with Route 11 in the <br /> project area. <br /> • No change was recommended at the Puapuaanui Street intersection. <br /> • At Lako Street, the eastbound sight distance should be checked before considering before <br /> changing the Lako Street approaches to have permitted left turns. <br /> It was noted that following HDOT's Route 11 widening from Henry Street to Kamehameha III <br /> Road, all movements at Lako Street would operate at an acceptable LOS with its current split <br /> phasing. <br /> B. Future Transportation Projects <br /> The November 2021 Final TIAR identified noted transportation projects that would improve traffic <br /> operations throughout the study area: <br /> • Route 11 Widening from Henry Street to Kamehameha III Road <br /> • Alii Highway Extension <br /> • Lako Street Extension <br /> • Puapuaanui Street—makai leg expansion as part of the Pualani Makai project <br /> C. Future Conditions Analysis <br /> As a part of the November 2021 Final TIAR analysis, Phase 1 proposed a single vehicular access <br /> to the development through a full-access (left/right in/out)permitted, stop-controlled, intersection <br /> with Route 11 by 2024. The intersection design included a westbound left turn refuge lane onto <br /> Route 11. With the development of Phase 2, a secondary vehicular access to Kekuanaoa Place, <br /> which currently intersects Lako Street, would be added by 2029. <br /> 1. Future Traffic Operations and Mitigation <br /> The following recommendations were made to mitigate the noted intersection movements: <br /> • As a result of poor intersection traffic operations as single-lane roundabouts for all future <br /> years, it was eliminated as a recommendation for both Hualalai Street intersections. <br /> • Neither Hualalai Street intersections passed traffic signal warrants and therefore they were <br /> recommended to remain unsignalized. <br /> • Kuakini Highway did pass the peak hour signal warrant in 2024 even though the <br />
