KTL Kona Villas November 2021 Final TIAR Addendum <br /> E-B EMB" F=m Page <br /> International 12/12/2022 <br /> Innovate I Adapt I Sustain <br /> northbound left was projected to operate at LOS E or worse for all future years and the <br /> southbound through was projected to operate at LOS F from 2039. <br /> • Kuakini Highway was recommended to remain unsignalized to maintain minimal delay on <br /> Route 11. <br /> • At the Lako Street intersection, the eastbound sight distance should be checked before <br /> changing the Lako Street approaches to have permitted left turns. <br /> It was further noted that following HDOT's Route 11 widening from Henry Street to Kamehameha <br /> III Road all movements at Lako Street would operate at an acceptable LOS with split phasing. <br /> III. Route II at Nani Kailua Drive <br /> The signalized Nani Kailua Drive intersection with Route 11 is located approximately 1.5-miles <br /> north of the Royal Vistas Roadway and was not originally counted and analyzed as part of the <br /> November 2021 Final TIAR. DPW requested additional discussion be included about traffic <br /> conditions along Route 11 at the intersection with Nani Kailua Drive in comments from September <br /> 28, 2022. <br /> This intersection has been noted as a bottleneck and cause of traffic delays along Route 11. One <br /> reason for this is the traffic signal split phasing for the Nani Kailua Drive approaches. Split <br /> phasing, especially when used on minor streets, results in a reduction in effective green time on <br /> the major approach, increasing delay for vehicle movements on the mainline. Changing <br /> intersection traffic signal phasing would result in more effective green time for vehicles traveling <br /> through along Route 11. <br /> Another project that can improve traffic operations at Nani Kailua Drive is the Nani Kailua Drive <br /> extension. The Master Plan for Kailua Kona (April 2014) Land Use Master Plan (see Figure 3) <br /> shows the location of the Nani Kailua Drive extension to Kuakini Highway and Oneo Lane, <br /> connecting the Nani Kailua Drive extension to Alii Drive. Roadway connectivity will be improved <br /> with this project by providing a mauka-makai connector road. Currently, Hualalai Street is the <br /> only mauka-makai street connecting Route 11 to Kuakini Highway east of Henry Street. <br />
