Updated Phase 1 Vehicle Access A future development connection to Puapuaanui Street was proposed in the November 2021 Final TIAR however that connection has since been omitted. Additionally, the construction of Royal Vistas Roadway was proposed in Phase 1 to provide development access through an intersection with Route 11. With this, a refuge lane was designed for the westbound left turn onto Route 11 to enable these vehicles to get onto Route 11 without conflicting with the southbound through movement. DPW noted concerns with the westbound left turn from Royal Vistas Roadway onto Route 11 but deferred to HDOT. DPW noted that the development connection to Lako Street needed to be made before the occupancy of Phase 1. Therefore,plans for the connection to Lako Street through Kekaunaoa Place were moved from Phase 2 to Phase 1. With this, the Royal Vistas Roadway westbound left turn onto Route 11 in Phase 1 were redistributed to Lako Street. A. Updated Phase 1 Project Related Vehicle Volumes Phase 1 project related vehicles were redistributed at Lako Street and along the Route 11 corridor based on the Existing (2019) traffic patterns at the study intersections for all Future With Project conditions. As part of the Phase 1 outbound project related trips, vehicles intersecting Route 11 at the westbound Royal Vistas Roadway approach, the southbound Kuakini Highway approach, and the southbound Lako Street approach were redistributed to access Route 11 through the new connection at Lako Street via Kekaunaoa Place and redistributed to the westbound Lako Street approach. These vehicles were routed using the same distribution as was done using Existing (2019)traffic patterns. This will impact the Future With Project conditions at these 3 intersections in 2024, 2029, and 2039 by redistributing all westbound left-turn vehicles from the Royal Vistas Roadway to the Route 11 at Lako Street intersection. The updated project generated and distributed trips for Phase 1 are shown in Figure 4, with the affected volumes shown in red.
