across the project area, and thatÓs not correct. The, I donÓt know if you can see them <br />from here but, essentially, the makai-most roadways along the entire project area, with <br />the exception of the northern-most -. <br />GALDONES:Mr. Lim, you want to go up there and point? <br />LIM:Okay. For some orientation, this is the Final Subdivision Map for <br />Phase 1, the ocean being at the top of the map in, and the mauka over here with the <br />Hawaii Belt Road. WeÓve got five public access easements which are located here: On <br />the north side; another one, second one here; third one here right at Pepeekeo Point in the <br />SMA area; fourth down here at the bay; and the last one is down here at Kapehu Stream <br />all the way on the north side, on the Honkaa side of the property. <br />The present plan and, like Mr. Yuen said, weÓll have to get into the final declaration of <br />the easements and everything else. But the present plan is to take it down, take the <br />people in off of Mill Road, and then along the makai-most roadwa <br />portion of the project, and then the railroad right-of-way into the north portion of the <br />project. TheyÓll also have a public access parking lot along the makai-most roadway <br />here. So, as a practical matter, the public access and the people who come on that will <br />have easements along the roadways for the makai-most road all away across the project, <br />with the exception of the north side. <br />These public access, vehicular access-ways will get to public access parking lots that are <br />located right adjacent to the makai-most road. Then the people <br />access mauka-makai, down to the shoreline. As you can see. along the entire coast of the <br />developable area, with the exception of the area owned by the HCPC, thereÓs a 10-foot <br />wide pedestrian public access that goes all the way across the, I think itÓs about three <br />miles across the whole coastline. <br />And so we think that the public access provided is adequate. Th <br />makai access going into the, from the makai road down to the oce <br />and approved by the Pepeekeo Community Association. <br />GALDONES:Mr. Lim, the agreement that was worked out with the com <br />association and the access that you are talking about, can they be one and the same? <br />LIM:Part of the reason why we had the Pepeekeo Community <br />Association involved in the process is because, as you can see, all of these mauka-makai <br />accesses will go between the lot lines. So peopleÓs houses will be right there. The desire <br />for both the community and the Applicant was not to have a parking lot for the public <br />down at the ocean. ItÓll be very disruptive to the houses down there; and we felt that <br />getting the community association involved in the process would also assist the developer <br />in managing the public access. TheyÓre going to be the ones who cooperate with the <br />Applicant to run the permit system, pass out keys, have the people sign waivers, etc. So, <br />you know, a lot of this is in recognition of the CountyÓs limited resources.
