between the Holualoa Art Center and the Kona Imin Center. Theres an access easement to <br />the property through parcel 17 from the Old Government Road. This is the property plot <br />(inaudible). The easement would come from the Old Government Road, come to the <br />boundary and then follow the area identified in brown. The residence is identified with pink <br />and the applicant has also submitted a floor plan identifying the 2 bedrooms that will be used <br />for the bed and breakfast. The applicant in this case Darrelyn M. Gravett is requesting a <br />special permit for a 2-unit bed and breakfast on 1.291 acres of land. The Planning <br />Department as of today has not received any letters or comments objections from the public. <br />We do have an added comment based on a comment we received from the Department of <br />Water Supply. It has been handed out to the Commissioners. It is going to be a new number <br />6. And basically it is taking into account the concerns of the Department of Water Supply. <br />The Planning Director is recommending that this application be approved by the Planning <br />Commission. Are there any questions? <br />SPRINGER:CommissionerAlameda? <br />ALAMEDA:Mr.DarrowIwasjustwonderingwhomaintainsthatOldGovernment <br />Road? Is it the owner? <br />DARROW:I dont believe the owner maintains the Government Road. I believe <br />the owner would maintain the access easement. As far as the Old Government Road basically <br />it just says that it-, comments-, let me-, if you can give me one second here. Sometimes our <br />comment letters from Department of Public Works will reflect who maintains the road. But <br />in this particular case I dont recall them specifying who maintains it. <br />ALAMEDA:I guess its on the owners property when the road extends into-, it <br />would be the owner? <br />DARROW:Yeah, the Government Road does not extend into the-. Yes its a-. <br />What happens here is you have the Government Road down here and then you have an <br />easement that comes through another parcel. And I believe that is maintained by the owner. <br />ALAMEDA:Okay thank you. <br />DARROW:As far as the Old Government Road thats probably maintained by the <br />County. <br />SPRINGER:Thank you. Other Commissioners? Commissioner Graham? <br />GRAHAM:Jeff I just wanted to clarify one thing. I notice in the background report <br />that the dwelling had a building permit in 78 and finalized in 80. But in the Department of <br />Public Works letter we have the building division said that they opposed the approval because <br />the building permit for the subject dwelling was never finaled. Do they mean a different one <br />for this other one maybe? I believe that is from the ohana dwelling that was because <br />according to our records the actual permit for the-. Now there was a question in talking to the <br />applicant along with a building permit theres also electrical and plumbing permits and I-, in <br />EXHIBIT D <br />2 <br /> <br />
