(SEI) was <br /> contracted by the Hawaii County <br /> Wastewater Division to perform an <br /> underwater inspection of the Hilo <br /> Wastewater Treatment Plant (WWTP) <br /> outfall. The purpose of the inspection <br /> was to satisfy requirements of the U.S. <br /> Environmental Protection Agency <br /> Administrative Order. <br /> SEI performed inspections on the outfall <br /> in 1987, 1990, 2001, 2005, 2011, 2012, <br /> and again in September of 2018. The <br /> inspection was conducted by a five-man <br /> dive team using SCUBA and covered the submerged length of the outfall. Stationing was established by <br /> dropping orange plastic markers along the outfall and video was recorded along the entire length of the <br /> outfall. <br /> In order to help identify any leaks from <br /> the pipe, Bright Dyes® fluorescent <br /> yellow/green tracer dye was injected into <br /> the pipe through a manhole located on <br /> land near the entry point of the pipe into <br /> the ocean.
