WSP performed the bulk of the work in-house, including all environmental clearances and <br /> civil engineering activities. The project involved Federal aid through the Federal <br /> Highways Administration (FHWA); therefore, County, State of Hawai'i, and Federal <br /> requirements applied. <br /> The project emphasized implementing complete street concepts to improve <br /> vehicular, pedestrian, and bicycle circulation along Hardy Street in the vicinity of the <br /> Civic Center.
