The site <br /> • <br /> consists of a portion of one parcel of land owned by <br /> Dole Food Company, Inc., designated as Tax Map Key • <br /> `~ 1 . <br /> (1) 7-1-002: parcel 004. Current and future use of the <br /> • _ <br /> site include commercial/industrial and agricultural . I' <br /> activities. <br /> Based on E2's preliminary document review, historic <br /> research, interviews with current and former Dole <br /> employees, and limited site reconnaissance, <br /> contaminants of potential concern (COPC) were <br /> identified as gasoline, diesel fuel, waste oil constituents, <br /> and organochlorine (OCL) pesticides. Areas of concern Project Highlights: <br /> were identified in six decision units (DU), including Prior to preparing the scope of work for the Phase II <br /> shallow surface and subsurface soils in the vicinity of ESA, E2 conducted document review,historic research, <br /> maintenance buildings, a drainage channel, a former interviews with current and former Dole employees, <br /> laboratory, and former pesticide storage sheds. and limited site reconnaissance,and identified areas of <br /> concern at the site in addition to those included in a <br /> In November 2014, data was obtained from a sampling <br /> Phase I ESA. <br /> design that included MULTI INCREMENT® (MI) and <br /> discrete sample collection from shallow and subsurface E2 worked with the HDOH HEER Office to develop a <br /> soil and dry sediment. Total petroleum hydrocarbons sampling plan that will allow for issuance of a <br /> (TPH) and polychlorinated biphenyls (PCB) were conditional"no further action"status for the site. <br /> detected in both MI and discrete soil samples at <br /> concentrations exceeding site-specific State of Hawaii Cost: $90,000. <br /> Department of Health (HDOH) Commercial/ Industrial <br /> (C/I) Environmental Action Levels (EAL). Additionally, <br /> OCL pesticides, DDT and/or and DDE,were detected in three DU at levels exceeding the HDOH C/I EAL. <br /> E2 met with Mr. Steven Mow,with the HDOH Hazard Evaluation and Emergency Response (HEER) Office to discuss <br /> the Phase II ESA findings and additional work required to obtain a conditional "no further action" status for the <br /> site. Additional work included sampling surface soil within the three DUs where OCL pesticide concentrations <br /> exceed HDOH alternate C/I EAL for analysis of dioxins/furans. E2 completed the additional sampling and <br /> dioxins/furans were detected in the soil at levels below the HDOH C/I EAL. In December 2015 E2 submitted the <br /> revised Phase II ESA report, including the additional sampling, results, and findings and an EHE/EHMP to address <br /> contamination remaining in place at the site. <br /> 23.
