There being none, she invited <br />representatives to the microphone. <br />1) STU. 24-12, Stewardship Grant Application for Malama O Puna for Wai'ele, <br />Puna, Hawai'i. Tax Map Key No. (3) 1-4-003:003, 037, requesting $104,00.00 for <br />Management Planning and $369,699.00 for Maintenance Activities and Public <br />Education. <br />Executive Director, Eileen O'Hara; President of the Board of Directors; Timothy <br />Rowe; and Treasurer, Amedeo Markoff for Malama O Puna. <br />Chr. Chang asked about the cost of staking. Dir. O'Hara replied that the <br />survey is old, and staking must be done before fence work begins. Chr. Chang <br />advised Malama o Puna to consult with the State Na Ala Hele Program regarding <br />the ownership and maintenance of historic trails on the property. <br />Commissioner Ward stated that the County is generally responsible for <br />staking when acquiring these properties rather than through the maintenance <br />fund, especially if "the borders are delineated like a rock wall." A brief discussion <br />ensued regarding the characteristics of the property. <br />Commissioner Plunkett asked for clarification regarding the relationship <br />between the previous applicant "HER" and "MOP." Are they duplicates? Under <br />the umbrella? Same properties? Project activities? Dir. O'Hara responded that <br />both organizations are different and have separate project goals for the same <br />property. He also commented on the importance of a public access management <br />plan. <br />Chr. Chang asked Mr. Ventura, who said the County would do the staking. <br />Dir. O'Hara said that $34,000 of the grant request was budgeted for staking. <br />A short discussion ensued regarding the archeological survey report and <br />funding for it. Mr. Ventura supports MOP in getting this report done with ASM. <br />Commissioner Rosam asked to clarify the funding for an archeological <br />training program by Keoni Kalawe and lokepa Manukea. Mr. Markoff responded <br />that the training would be about preservation and restoration of the property as <br />an educational requirement. A brief discussion ensued regarding the importance <br />of preserving the cultural sites from bulldozing, feral pigs, and the public trying to <br />access the property. Ms. O'Hara also explained that the information will be used <br />for the management plan. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />12, subject to the following conditions: that Finance review for any duplications <br />that may be covered in last year's grant with this year's grant and evaluate the <br />proposed budget before transmitting the stewardship grant application to <br />council, separating those expenses that do not fit into the Hawaii County <br />Charter and Code from those expenses which can be approved.
