Chang called STU. 24-11 and Annamarie Kon back to the microphone to <br />continue the commission review. <br />k) STU. 24-11, Stewardship Grant Application for Na Maka Haloa O Waipi`o for <br />Pohoiki, Puna, Hawaii. Tax Map Key No. (3)1-3-008:097, requesting $260,000.00 <br />for Maintenance Activities and Public Education. <br />Executive Director Annamarie Kon testified regarding community activity at Pohoiki, <br />education goals, management goals, and education as described in their grant <br />application. She explained issues such as tracking people squatting, nudity activity, <br />cutting trails, trash, defecating, overgrowth, cutting trees to build shelters, and illegal <br />dumping. Dir. Kon testified of an ongoing coalition of groups and the importance of <br />working with them regarding road access to the boat harbor with the State of Hawaii. <br />She said grant funding will help to facilitate coalition efforts, maintenance, and public <br />education. <br />Commissioner Ward focused on last year's management plan compared to <br />this year's. Dir. Kon explained that last year's application needed more <br />information to provide a quote. She continues to define the usage of the grant <br />and the positive effects on the community. <br />Chr. Chang asked if there are plans to get an Archaeological Survey. Dir. <br />Kon explained that the State might do the AIS due to ongoing projects with the <br />boat ramp project and the opportunity to participate with the State, giving <br />testimony for their project. <br />Commissioner Plunkett asked for clarification on maintenance work, <br />access points, and how the funds will be used. Dir. Kon replied that grant funding <br />will be used on parcel 097. The coalition groups are stewarding the Pohoiki boat <br />and park area with Parks and Recreation. She explained that they have been <br />stewarding the parcel with other funding sources, and there are several ways to <br />access the property. <br />A lengthy discussion ensued with Director Kon regarding the <br />organization's goals, the need for a management plan, and more details of her <br />ideas for a management plan. It was suggested that she hire a grant writer. <br />A brief discussion was held on whether to defer or make a <br />recommendation to Finance. <br />MOTION: Chr. Chang moved to defer the discussion of Na Maka Haloa O Waipi`o <br />to the next meeting on November 13, 2023, to give the applicant time to make <br />the application more transparent on the goals, what they are doing, and the <br />budget.
