written reports. There were no objections from the commission. <br />IV. MINUTES: (Motion(s) required) <br />Minutes (draft) of July 10, 2023, regular meeting. <br />MOTION: V.Chr. Kelepolo moved to approve the July 10, 2023, minutes as <br />drafted. Commissioner Rosam seconded the motion. There being no <br />corrections or discussion, Chr. Chang called for a raising of the hands vote. All <br />voted except for Commissioner Ward, who abstained. The motion passed. <br />Chr. Chang asked for public testimony; there being none, she elected to defer her report to <br />the next meeting and continued to the Department of Finance Report. <br />V. DEPARTMENT OF FINANCE REPORT: <br />Property Manager Hamana Ventura reported the closing of the acquisition by Friday, <br />two more closings in October, and is still monitoring the progress for Mahukona. Mr. <br />Ventura met with a willing landowner for an east Hawaii parcel. He reported that the <br />Status of Properties on the Past Prioritized List will be completed before the end of the <br />year. He hopes that every district can be represented. <br />Commissioner Ward asked if a Puna district representative applicant needs to <br />meet with the Mayor for consideration. Mr. Ventura replied, "Yes." <br />Chr. Chang asked for an update on Puapua`a in Kailua-Kona. Mr. Ventura <br />updated the commission on securing outside funding for the various restoration <br />projects permitting process; a consultation meeting was done on -site with the State of <br />Hawaii Historic Preservation Division (SHPD), Commissioner Crivello, and ASM, Inc. <br />Commissioner Crivello added that SHPD needs to approve the Long Term <br />Preservation Plan and other archaeological requirements before the restoration can <br />begin. <br />Chr. Chang reported hearing public concerns that the goats used for brush <br />control were damaging the archaeological and burial sites. Mr. Ventura replied that <br />fire mitigation, security, removal of illegal campers, and maintenance are high <br />priorities for Puapua`a. A brief discussion was held regarding the need to standardize <br />management plans. <br />There being no further discussions, Chr. Chang moved to Announcements. <br />VI. ANNOUNCEMENTS: <br />1. The next public meeting is scheduled for Monday, November 13, 2023, at the Hilo <br />Council Chamber in Hilo, Hawaii. <br />2.
