IV. NEW BUSINESS: <br />1. 2024 Stewardship Grant Applications. Commission to interview applicants, <br />discuss, and make recommendations to the Department of Finance. <br />V.Chr. Kelepolo gave a brief explanation of the grant process. She explained that the <br />commission will make recommendations to the Department of Finance (Finance) on <br />each grant application. Finance will review the PONC recommendations, evaluate each <br />grant application, and report their findings as a communication to the County's <br />Legislative Approvals and Acquisitions Committee (LAAC). When LAAC passes the <br />Finance communication, council members are encouraged to present a resolution to <br />award grant funding to the non-profit organization. After the County Council passes the <br />resolutions, grant contracts are then processed by Finance. The 2024 Stewardship <br />grant terms are July 1, 2024, through June 30, 2025. <br />Commissioner Ward asked if the grant award is intended to be a reimbursement <br />program and if it is intended for the non-profit to put their monies first. V.Chr. Kelepolo <br />responded, "No." There are some grant awardees still catching up on previous years' <br />grant awards. There being no further discussions, Chr. Chang reminded the applicants <br />that no presentations are needed. Only 15 minutes were allowed for each application, <br />and representatives were invited to the microphone. <br />a) STU. 24-01, Stewardship Grant Application for Kohanaiki 'Ohana for O'oma <br />Beach, Kona, Hawai'i. Tax Map Key No. (3) 7-3-009:004; requesting $41,400.00 <br />for Maintenance Activities and Public Education. <br />Ms. Karen Eoff, a member of Kohanaiki Ohana, a 501(c)3 organization, gave a brief <br />introduction about the O'oma beach area. She gave a brief report of ongoing <br />projects. <br />Commissioner Ward asked for an explanation of the $10,000 for the <br />students and volunteers working with the education. Ms. Eoff responded that <br />there was a need for an educational worker to work with the students and <br />volunteers. <br />Commissioner Plunkett asked for confirmation that the educator (Krista) is <br />compensated as a contractor. Ms. Eoff confirmed that there are no paid <br />employees. <br />Commissioner Crivello asked for clarification on the line items for student <br />outreach coordinator, weed control, and maintenance. Ms. Eoff explained that <br />Andrew and Ocean are contract workers like Krista. <br />Chr. Chang asked to correct the timeline dates from July 1, 2024, through <br />June 30, 2025, and correction be given to the secretary. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />01, subject to the following conditions: that Finance review for any duplications <br />that were covered in last year's grant with this year's grant and evaluate the <br />Minutes of September 11, 2023, Approved <br />Page 3 <br />
