Commissioner <br />Rosam seconded the motion. There being no discussion, Chr. Chang called for <br />a roll -call vote. Commissioners Ward, Plunkett, Rosam, Kelepolo, Crivello, and <br />Chr. Chang all verbally voted "Aye." With 6-Ayes, 2-Excused Absences, and 1- <br />Vacancy, the motion passed unanimously. <br />Chr. Chang asked for public testimony; there being none, she invited the next <br />applicant to the microphone. <br />b) STU. 24-02, Stewardship Grant Application for Pohaha I Ka Lani for Waipio <br />Valley Lookout, Hamakua, Hawai'i. Tax Map Key No. (3) 4-8-004:006, requesting <br />$114,900.00 for Maintenance Activities and Public Education. <br />Mr. Jesse Potter, Executive Director and Project Manager for Pohaha I Ka Lani, has <br />stewarded the Waipio Valley property for over eight years. <br />Chr. Chang expressed appreciation for the applicant's very detailed <br />budget. Pohaha has demonstrated the ability to complete the projects every year <br />by judging the detailed reports that are submitted. <br />Commissioner Plunkett asked if the long-range community plan was <br />considered. Mr. Potter responded that the property serves as a buffer for the <br />valley and community. He confirmed that the 1990 CD Plan was factored into <br />their projects. <br />Commissioner Ward commented on a great job on reports and asked how <br />they deal with uninvited entry onto the property, theft, and fence/gate repair. Mr. <br />Potter reported that plants were stolen due to easy access to the property and a <br />lack of security during off hours. He explained the difficulty of finding a <br />contractor to repair the damaged fence and gate. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />02, subject to the following conditions: that Finance review for any duplications <br />that were covered in last year's grant with this year's grant and evaluate the <br />proposed budget before transmitting the stewardship grant application to <br />council, separating those expenses that do not fit into the Hawaii County <br />Charter and Code from those expenses which can be approved. Commissioner <br />Crivello seconded the motion. There being no discussion, Chr. Chang called for <br />a roll -call vote. Commissioners Ward, Plunkett, Rosam, Kelepolo, Crivello, and <br />Chr. Chang all verbally voted "Aye." With 6-Ayes, 2-Excused Absences, and 1- <br />Vacancy, the motion passed unanimously. <br />Chr.
