Ms. Baber stated that Ms. Ching's fee was reasonable <br />and low. <br />Commissioner Ward supports bringing back the farmer's market, but are <br />there rules about vendors selling goods on County -owned parcels? <br />Chr. Chang pointed out the discrepancies in the total grant request of <br />$29,000 or $29,900, which is it? Ms. Baber will take another look and report back <br />to the secretary. Chr. Chang asked for clarity regarding the "outline" deliverable. <br />Chr. Chang suggested (and Ms. Baber agreed) that the deliverable be a "report" <br />rather than an "outline." Ms. Baber hopes to deliver a comprehensive plan that <br />would include land use, public outreach, historical information, and reports that <br />would be drafted by the applicant, with Townscape in an advisory capacity. <br />Commissioner Ward asked for clarification about "toilet" facilities. Ms. <br />Baber explained that such capital improvements need to be first discussed with <br />the community. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />05, subject to the following conditions: that Finance evaluate the proposed <br />budget before transmitting the stewardship grant application to the council, <br />separating those expenses that do not fit into the Hawaii County Charter and <br />Code from those expenses which can be approved. Commissioner Rosam <br />seconded the motion, and a discussion was held. <br />Commissioner Ward commented on facilitating a fluid process of grant funding. <br />Chr. Chang replied that the motion allows the Finance to evaluate what can be <br />approved. Commissioner Plunkett recommended a more detailed project budget <br />with a breakdown of Donna Ching's fees, training event costs, and Townscape <br />costs. Commissioner Crivello commented on the positive impact of the <br />proposal's training of youth in the community. <br />There being no further discussion, Chr. Chang called for a roll -call vote. <br />Commissioners Ward, Plunkett, Rosam, Kelepolo, Crivello, and Chr. Chang all <br />verbally voted "Aye." With 6-Ayes, 2-Excused Absences, and 1-Vacancy, the <br />motion passed unanimously. <br />Chr. Chang asked for public testimony; there being none, she invited the next <br />applicant to the microphone. <br />f) STU. 24-06, Stewardship Grant Application for Ho`omalu Ka`u for Kahua `Olohu, <br />Ka`u, Hawaii. Tax Map Key No. (3) 9-5-012:005, requesting $26,500.00 for <br />Maintenance Activities and Public Education. <br />Mr. Keoni Fox, Secretary/Treasurer for Ho'omalu Ka'u, was present. <br />Commissioner Plunkett asked if there are other community uses besides <br />the Makahiki Event.
