Chang asked whether HER would be looking for other funding <br />resources besides the PONC maintenance fund. Mr. Kern confirmed. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />04, subject to the following conditions: that Finance evaluate the proposed <br />budget before transmitting the stewardship grant application to the council, <br />separating those expenses that do not fit into the Hawaii County Charter and <br />Code from those expenses which can be approved. Commissioner Rosam <br />seconded the motion, and a discussion was held. <br />Commissioner Ward asked if the County conducted an Archaeological Survey <br />that they committed to last year. The County replied, "No." Mr. Kern responded <br />that the survey will be addressed in the Malama O Puna application. <br />There being no further discussion, Chr. Chang called for a roll -call vote. <br />Commissioners Ward, Plunkett, Rosam, Kelepolo, Crivello, and Chr. Chang all <br />verbally voted "Aye." With 6-Ayes, 2-Excused Absences, and 1-Vacancy, the <br />motion passed unanimously. <br />Chr. Chang asked for public testimony; there being none, she invited the next <br />applicant to the microphone. <br />e) STU. 24-05, Stewardship Grant Application for Hawaii Farmers Union - Kohala <br />Chapter; Fiscal Sponsor Hawaii Farmers Union Foundation for Banyans Trees, <br />Hawi, N. Kohala, Hawaii. Tax Map Key No. (3) 5-5-015:042, requesting <br />$29,500.00 for Management Planning and $29,000.00 for Maintenance Activities <br />and Public Education. <br />In -person were Miya Goodoni and Rebecca Woods, Hawaii Farmers Union - Kohala <br />Chapter; Fiscal Sponsor Hawaii Farmers Union Foundation, with Ms. Gail Baber on <br />the phone. <br />Commissioner Ward asked for clarification on mowing and maintenance. <br />Ms. Baber explained that Mr. Andrews mows the property on a volunteer basis <br />and does not mow the property regularly. They desire regular mowing and tree <br />trimming. <br />Commissioner Rosam asked if there was a contract with Townscape. Ms. <br />Baber responded that they have no contract with Townscape. <br />V.Chr. Kelepolo asked about future farmers' market events. Ms. Baber <br />agrees and hopes to work with local farmers; the problem is that there are no <br />access easements with abutting landowners, except access from the highway. <br />Commissioner Plunkett asked for clarification on paying Ms. Donna <br />Ching's fee of $12,000 for a two-day training.
