Landowner: Gold Coast SP LLC. <br />STATE AND COUNTY PLANS <br />6. State Land Use Designation: Agriculture <br />7. General Plan LUPAG MAP: Open (ope) <br />8. County Zoning: Agricultural 1-acre (A -la) <br />9. Puna Community Development Plan (PCDP): The Puna Community Development <br />Plan was adopted by the Hawaii County Council by Ordinance No. 08-116 on August <br />27, 2008. <br />10. Special Management Area (SMA): The project is located within the Special <br />Management Area and therefore, the proposed development is subject to SMA review. <br />DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br />11. Subject Property: It is rectangular in shape with its northern boundary abutting the <br />coastline. The parcel is located in the Hawaiian Paradise Park subdivision in Puna. The <br />parcel was previously cleared in 1965 and is currently undeveloped and vegetated with <br />Coconut Palm (Cocos nucifera), Swiss Cheese Plant (Monstera deliciosa), Guinea Grass <br />(Megathyrsus maximus) and Autograph tree (Clusia rosea). The southern perimeter of the <br />property is at an elevation of approximately 25 feet and the remainder of the property <br />gently slopes downward toward the ocean. <br />12. Surrounding Land Zoning/Uses: The surrounding area is primarily residential, with <br />most of the parcels developed with single family residential structures and related <br />improvements within the A -la zoning designation. The rocky coastline consists of a <br />small tidal bench with no significant beaches or sandy deposits. <br />13. Soil Type: The soil is comprised of Opihikao highly decomposed plant material with 2 <br />to 20 percent slopes (2kllp). This soil type consists of organic material over pahoehoe <br />lava flows. <br />14. Land Study Bureau's Detailed Land Classification System: The project site is listed <br />as "E" (Very Poor). <br />-2- <br />
