Temporary noise will occur during the construction of the dwelling, however, <br />there should be little, if any, long-term impacts. The request is consistent with <br />residential use in the surrounding area. Rules and regulations outlined in Hawaii <br />Administrative Rules Title 11, Chapter 46 "Community Noise Control" will be <br />strictly followed. <br />No significant visual impacts are expected to occur. Visual impacts are negligible <br />based on the location of the proposed improvements and gentle downward sloping <br />topography of the area in a mauka to makai direction. The ocean is not currently <br />visible from Ala Heiau Road due to existing vegetation. The residence is <br />proposed to be roughly 32 feet in height; below the 35-foot maximum allowed in <br />the existing zoning. <br />All State and County requirements to minimize the possibility for spills and <br />hazardous materials will be following during construction phases. Following the <br />guidelines of State and County requirements to minimize the possibility for spills <br />and hazardous materials during construction, the applicant proposes the <br />following: <br />• Construction activities with the potential to produce polluted runoff will be <br />limited to periods of low rainfall; <br />• During construction, emergency spill treatment, storage, and disposal of all <br />hazardous materials, will be explicitly required to meet all State and County <br />requirements, and the contractor will adhere to "Good Housekeeping" for all <br />appropriate substances, with the following instructions: <br />o Onsite storage to minimum practical quantity of hazardous materials <br />necessary to complete the job; <br />o Fuel storage and use will be conducted to prevent leaks, spills or fires; <br />o Products will be kept in their original containers unless un-resealable, <br />and original labels and safety data will be retained; <br />o Disposal of surplus will follow manufacturer's recommendation and all <br />regulations; <br />o Manufacturers' instructions for proper use and disposal will be strictly <br />followed; <br />o Regular inspection by contractor to ensure proper use and disposal; <br />o Onsite vehicles and machinery will be monitored for leaks and receive <br />regular maintenance; <br />o Construction materials, petroleum products, wastes, debris, and <br />landscaping substances (herbicides, pesticides and fertilizers) will be <br />prevented from blowing, falling, flowing, washing or leaching into the <br />ocean; and <br />o All spills will be cleaned up and properly disposed of immediately after <br />discovery. <br />• Unused materials and excess fill (if any) will be properly disposed of at an <br />authorized waste disposal site. <br />19 <br />
