With regard to flooding, The Federal Emergency Management Agency (FEMA) <br />Flood Insurance Rate map (FIRM) identifies the parcel as partially Zone VE <br />(coastal flood zone with velocity hazard) and partially Zone "Y' (areas outside of <br />the 500-year flood). All improvements will be sited within the Zone "Y' area of <br />the parcel and outside the 3.2-foot sea level rise exposure area. The applicant has <br />not observed any significant runoff or erosion in the recent past. <br />With regard to historic sites, although no commissioned archaeological survey of <br />the site was conducted, it is highly unlikely that any historic sites would be found <br />on the property as the parcel has been previously cleared. A no effect letter was <br />also received from SHPD in conjunction with the applicant's Well Permit <br />Application (Exhibit A). However, in the event any archaeological or historical <br />features are found during any earth disturbance activity, work will stop within the <br />affected area and appropriate clearances from the State DLNR-SHPD and County <br />Planning Department will be secured before work resumes. If needed, an <br />archaeological monitoring program can be instituted during any land clearing <br />activity. <br />The General Plan also emphasizes that developments be mindful of an area's <br />natural beauty. The Maku`u Cliffs are identified as a valued scenic resource in <br />the County General Plan. The cliffs are located roughly 500 feet to the south of <br />the subject property and will not be impacted by the proposed development. <br />Coastal resources and access will be preserved. The proposed development will <br />be located a considerable distance from the shoreline and will not impact the <br />coastline in any way. <br />In addition, since there is no increase in density or change in permitted use, there <br />will be no significant impact to public utilities or government services and <br />infrastructure. <br />Given the above, the project specifically fulfills the following pertinent land use <br />goals, policies, and standards of the General Plan: <br />• Designate and allocate land uses in appropriate proportions and mix and in <br />keeping with the social, cultural, and physical environments of the County. <br />• Promote and encourage the rehabilitation and use of urban areas that are <br />serviced by basic community facilities and utilities. <br />• Encourage the development and maintenance of communities meeting the <br />needs of its residents in balance with the physical and social environment. <br />• Encourage urban development within existing zoned areas already served by <br />basic infrastructure, or close to such areas, instead of scattered development. <br />In view of the foregoing goals and policies, it is noted that the requested Special <br />Management Area Use Permit would not be contrary to the County General Plan. <br />The proposed development will complement the goals, policies, and standards of <br />20 <br />
