The project will be designed and <br />constructed in conformance with the character of the surrounding neighborhood <br />and will result in an intensity of land use that is no higher than what is permitted <br />by the existing zoning. <br />Puna Community Development Plan <br />The Puna Community Development Plan (PCDP) was developed through the <br />implementation of the 2005 County of Hawaii General Plan. CDP's are designed <br />to translate and implement the goals, policies, and standards of the General Plan <br />as they apply to specific communities and districts. Additionally, they serve as <br />important framework for a community's intended outcome and vision and are <br />often used as forum for community input in terms of land -use, availability of <br />public resources, and overall development. The following goals apply to the <br />project area and proposed development: <br />2.4.1 Goals <br />a. Exposure of development to the risks of shoreline subsidence and coastal <br />flooding is reduced. <br />b. The quality of life improved, and economic opportunity expands for <br />Puna's residents. <br />3.1.1 Goals <br />a. Puna retains a rural character while it protects its native natural and <br />cultural resources. <br />b. The quality of life improves, and economic opportunity expands for <br />Puna's residents. <br />Discussion: The proposed single-family residence will be located on the mauka <br />side of the site, approximately 100-feet from the shoreline, within Flood Zone X, <br />and outside of the 3.2-foot sea level rise exposure area. The property is located <br />within the tsunami evacuation zone. Civil Defense sirens are located within <br />Hawaiian Paradise Park in case of an emergency. There are no anticipated <br />impacts from erosion or subsidence. The proposed residence will be consistent <br />with the rural character of the surrounding area. <br />F.
