What is now before us is the CliftoÓs Kona Coast Special Management Area Use <br />Permit application. The Planning Director has made a recommendation to us for deferral. Is <br />there a motion on that, Commissioners? Hearing no -. Is there a motion -? The Planning <br />Director has asked us for deferral of this item. What weÓre asking now for is a motion to defer or <br />not. <br />KUBOTA:Are you asking me for a motion? I will make a motion. <br />SPRINGER:Mrs. Kubota, if you are ready to make a motion, I am re <br />motion. <br />KUBOTA:All right. As I started discussing last month, I felt that the rationale for <br />deferral was not acceptable to me, so I will move that we consider, the Commission considers <br />this SMA application. <br />SPRINGER:Is there a -? <br />OÓTOOLE:If I can interrupt. If no one is going to move to defer, then weÓre on the <br />agenda item, and we should just proceed with that. So I take it as no one is moving to defer. <br />GRAHAM:I sort of will make a motion to defer so that we can vote upon it. <br />SPRINGER:Okay. Thank you. <br />KUBOTA:Go ahead. <br />SPRINGER:Commissioner Graham? <br />GRAHAM:Did I interrupt your motion? <br />KUBOTA:What, thereÓs no second so it dies for a lack of second. Nobody seconded <br />my motion, did they? So it dies for a lack of second, doesnÓt it? Or do I, you want me to retract <br />it? <br />OÓTOOLE:No. Well, if Mr. Graham wants to move it -.
