<br />PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />NOVEMBER 18, 2005 <br />DANIEL IBBETSON (SPP 05-015) <br />A regularly advertised hearing on the application was <br />called to order at 2:40 p.m. in the King Kamehameha's Kona Beach Hotel, Islander Room, <br />75-5660 Palani Road, Kailua-Kona, Hawaii with Chairman Fred Galdones presiding. <br />PRESENT:Fred GaldonesABSENT & EXCUSED: <br />C. Kimo AlamedaAllen Salavea <br />Jeffrey McCall <br />Rodney H. Watanabe <br />Rene Siracusa <br />William R. Graham <br />Hannah Springer <br />Chris Yuen, Deputy Planning Director <br />Norman Hayashi, Planning Program Manager <br />Phyllis Fujimoto, Staff Planner <br />Jeff Darrow, Staff Planner <br />Ivan Torigoe, Deputy Corporation Counsel <br />And approximately 10 people from the public in attendance. <br />APPLICANT: DANIEL IBBETSON (SPP 05-015) Application for a Special Permit to allow a <br />2-unit bed and breakfast establishment on 0.722 acre of land situated within the State Land Use <br />Agricultural District. The property is located along the west (makai) side of Mamalahoa <br />Highway (Highway 11), approximately 120 feet south of the Kaohe Road-Mamalahoa Highway <br />intersection, Kaohe 5th, South Kona, Hawaii, TMK: 8-7-9:14. <br />ALAMEDA:Will the Planning Commission now come to order. Aloha everyone. <br />Welcome. Thank you for staying with us. I appreciate your patience. At this time were <br />looking at-. This is a contested case hearing in which were taking up an application for a <br />special permit to allow a 2-unit bed and breakfast establishment on a .722 acre of land situated <br />within the State Land Use Agricultural District. The property is located along the west (makai) <br />side of Mamalahoa Highway approximately 120 feet south of the Kaohe Road-Mamalahoa <br />Highway intersection. So I wanted the staff to remind us again about the site. Go ahead. <br />DARROW:Thank you Mr. Chairman. Good afternoon members of the Planning <br />Commission. If I can direct your attention to the location map on the board here. The area of <br />this application is within the South Kona District of Hawaii. This white line running across the <br />map in a north-south direction is identified as Mamalahoa Highway or the Hawaii Belt Road. <br />This area here is identified as the Kona Paradise subdivision. The area of the application is <br />identified in blue right off of Mamalahoa Highway. Theres a 10-foot roadway easement from <br />EXHIBIT B <br />1 <br /> <br />
