You know this process has been quite <br />lengthy and weve had a number of continuances. And so if we were to limit it you know on a <br />whim today to 90 and then all of a sudden they needed 10 more students it implies that were <br />going to have to start this process all over again and Im not sure that, that would make a lot of <br />sense. <br />LEITHEAD-TODD:I think you can ask the applicant if they have an objection to limiting it to <br />90 because thats their representation that thats the maximum growth. Theyre planning their <br />classroomsizesonthat.We,thereason120wasthere,weweretryingtobuildinthepotentialof <br />them having to come back in. So if you limit to 90 then if they want to go above 90 then they <br />have to come in and get an amendment to the, and start it all over again. And I think you can ask <br />them whether they can, theyre comfortable with 90. <br />GALDONES:Commissioner Graham? <br />GRAHAM:I wanted to follow up on Commissioner Siracusas original question <br />relating to sequential segmentation of the development of this property. And maybe the <br />Planning Director could respond if that would be appropriate. We right before us now have a <br />particular use permit application which were going to act upon but the intervenor and other <br />correspondence weve got does have concern about the long term plans here so it is certainly <br />possible that if our standard you know is substantial adverse impact and over the next so many <br />years lets say theres 3 or 4 of these ones maybe each one on its own we might deem to have <br />substantial adverse impact but if you looked at them all clearly they would. So what Im <br />wondering is, aside from us dealing with this one particular use permit before us at the moment, <br />what can the Planning Department do to address that issue? Thank you. <br />YUEN:In general we would prefer to see a master plan and an overall permit for <br />the area. Unfortunately theres a reality of how the governing structure is set up for the school <br />and the trust that makes it not possible for them to do this. Ive had this discussion with them. <br />The 12-acre site is, Im going to get the names wrong. But there was originally a Parker School <br />Trust that was set up by Richard Smart to establish the Parker School and it had certain assets put <br />in front of it. At some point several years ago this Parker School trust was split into, essentially <br />split into 2 entities. One entity controls the assets and the other entity runs the school. The <br />school then does not have control over the whole 12-acre site. In wanting to expand the school <br />the school board goes to the trust, the entity holding asset and says please release some of the <br />land for us to use because we want to expand our school program. And in this case the trust has <br />released the property to them. The school has not been able to, because of the split in authority <br />the school has not been able to prepare a master plan that they can say-. That they can say the <br />uses this has not been able to master plan this 12-acre site. They can give you a better <br />explanation of this than I can.
