VITOUSEK:Thank you. There are a couple of points one was Dr. Sturges has <br />indicated that Parker School would not object if the 120 number was reduced to 90 so that you <br />know, thats okay. I mean the reason it was there is to allow for some reasonable expansion but <br />in understanding of the concerns expressed and the schools plans thats an acceptable limitation. <br />The other issues, the, I think theres a question about the Waimea greenways and trail and <br />proposed condition 10 in the Planning Departments recommendation is that Parker School will <br />provide an easement for the trailway. So there is a direct connection between the application and <br />furthering the trailway. The other thing that wasnt mentioned Commissioner Springer is that <br />Parker School has staggered the start times of their different divisions. So the lower school, <br />middle school and high school start 15 minutes apart. And thats something theyve already, <br />theyve already done and is already been a mitigation measure to spread out the drop off and <br />pick up traffic. The other, and then you would have no objection to that being a condition <br />because thats something theyre doing anyway, theyre already doing. They are already drafting <br />the carpooling policy thats already in effect. Of the kids that are in the school this year, 30% of <br />thekidsinelementaryschoolhavesiblingsinupperschool.Inotherwords,so30%ofthekids <br />those cars are going to Parker School anyway already so. You know Parker School did meet <br />with the community and did try to identify mitigation measures with respect to the traffic issues <br />and has no objection to those specific measures being incorporated as conditions in the permit. <br />And has no objection to the proposed 13 conditions that are already on the proposed decision. <br />Thank you. The, okay, currently the elementary <br />school is occupied with 76 students I believe and theyre on the main campus now. <br />VITOUSEK:Thats correct. <br />MCCALL:So with the exception of the impact on Kapiolani Road, the impact on <br />Lindsey Road occurring to the extent of say 79%. <br />VITOUSEK:Thats correct Commissioner McCall. In fact, the impact on Lindsey <br />Road and the impact on Kawaihae Road and the impact on the intersection of Mamalahoa and <br />Kawaihae will be unchanged by this project. In other words, these kids are going to go to school <br />somewhere in Waimea. Theyre either going to go to Waimea Elementary or HPA or Parker <br />School or Country school and so you know what this school is doing is meeting an existing <br />demand for kids and is not increasing the regional traffic issues at all. There will be temporary <br />impacts on Kapiolani Road during the 20 minutes in the morning and 20 minutes in the afternoon <br />when kids are being dropped off and people who walk on there, who walk their dogs and walk <br />themselves on the road may have to change their schedules a little bit if they want to avoid that <br />traffic. In other words they may have to go a little bit earlier or a little bit later and then theyll <br />have the exact same conditions they have now.
