KUBOTA:Okay. <br />CARDOZA:Okay. But the problem is IÓm not ready to subdivide min <br />maybe do I want to subdivide mine, or maybe the rest of the lot <br />other option, which is good or bad, let the guy who wants, of course, heÓs the guinea pig, <br />heÓs the first guy, right? Let him spend a million dollars. Pu <br />next 10 years, or 20 years, or 30 years, anyone who subdivides above, pays a portion of <br />the cost, of the million dollar infrastructure that was done. I think I said earlier to my <br />friend, Hamakua Housing had that with the water system. I wasnÓt with the water system <br />but I bought an adjoining lot, but I had to pay full $4- or $5,000 Òcause they made it with <br />the County that for 20 years, you know, they gotta pay this loan back. And I had to pay <br />$4- or $5,000 to have water, although the line ran right in front of my property. The <br />County will not, would not hook-up to me, unless I paid my $4 Î <br />So what IÓm saying is letÓs do it properly from now; and whoever wants to subdivide at a <br />later date, providing Chris or whoever is at the time the Planning Director, pay back. The <br />problem is the poor guy on the front line catches hell. But, to me, safety and all these <br />issues is part of this land concerns that weÓre constantly getting. This is just one of them. <br />I guess, that we, you know, Chris has probably one of hundreds that he has got to deal <br />with water and road issues. <br />KUBOTA:You know -. <br />CARDOZA:And then, like you say, what, weÓre going put on 5-inch line but <br />they going put one swimming pool in the backyard in case they need water? <br />GALDONES:Commissioner Kubota? <br />KUBOTA:Yeah, you know, what troubles me, I guess, more is that t <br />conflict between public testimony and agency comments. And our, in prior instances <br />when we go into deliberation of this sort, we have depended on our agencies to give us <br />guidance; and I feel that this is no different. If the agency takes it upon themselves to say <br />that it is in good condition, then it must be in good condition, <br />unless theyÓre here to debate that. <br />GALDONES:Commissioner Fujikawa? <br />FUJIKAWA:To the testifier, now, and the Applicant, that particular road is, call <br />it, they own that road, right? <br />CARDOZA:Right. <br />FUJIKAWA:Okay. <br />CARDOZA:ItÓs an association. <br />PUBLIC:No. <br />17 <br /> <br />
