Is it proper to call up the intervenor? <br />And maybe hear from him and see if we can handle all this right now, cause it just seems to me <br />that all these objections are about potential restrictions on his activities and, like I said, in general <br />that is not something that occurs in a case like this. So, if we can satisfy him that way, he might <br />be willing to drop this contested case. <br />ALAMEDA: Let’s check with our First Vice. I’d just like to know if he had any <br />thoughts on this. Mr. Graham? <br />GRAHAM: My sense is a lot of this discussion we can do when the proposed <br />intervenor comes before us, and I just had a question of my own for Mr. Darrow. I know we <br />have some documentation that maybe the road is not particularly amenable to take increased <br />traffic, and so I wondered, just from his first hand experience, if he can just give us a little extra <br />background on the condition of the road, the Napoopoo Road. <br />ALAMEDA: Mr. Darrow? <br />DARROW: If you can give me one second here, I’m going to refer to our comment <br />letter from the Department of Public Works, Exhibit 3. It appears that they didn’t address the <br />roadway in this particular area. If I can just confer with Mr. Emler regarding this road. If I can <br />defer that question to Mr. Emler. <br />ALAMEDA: Certainly. I’ll swear you in, Mr. Emler. Do you swear or affirm to tell the <br />truth now before the Hawai`i County Planning Commission? <br />EMLER: I do. <br />ALAMEDA: And please state your name and address for the record. <br />EMLER: Kiran Emler. Address? <br />ALAMEDA: You may proceed. <br />EMLER: Oh, general question was concerning the condition of Napoopoo Road? Is <br />that just like a condition of paving or a condition of the alignment or -? <br />GRAHAM: We have a letter from the Kona Traffic Safety Committee also opposing <br />this bed and breakfast because, they say, that Napoopoo Road is a relatively narrow two-lane <br />road serving many homes and small businesses and access to the dangerous intersection, which <br />is already operating at the capacity at certain times.
