additional capacity or your sense on whether, you know, the road is consideration that we should <br />be serious about, if we wanted to grant this application. <br />EMLER: It is correct that the road is a very winding, narrow road. It’s a very old <br />road, probably came from wagon trail days, that has been paved over the years and successive <br />improvements made for drainage and so forth, with lots of direct access driveways coming off of <br />it in areas, and driveways can be very steep and on blind corners.So, as far as the general safety <br />of it, I would say that there are many issues of it that would be nonconforming with what would <br />be considered to be a safely designed roadway for, under current standards. <br />GRAHAM: In the area where this application is, do you know if like two cars going <br />opposite directions can safely go by each other without having to get off the pavement or <br />anything like that? <br />EMLER: It’s definitely a two-lane roadway. It has, I’m just going to estimate the <br />pavement width, it would be probably 20 feet in most areas, there may be some less, for two <br />lanes. <br />GRAHAM: All right. Thank you. <br />ALAMEDA: Commissioner Rho? <br />RHO: Since you are up here, can you talk about the junction at Napoopoo Road <br />and I think it’s Mamalahoa, and if you know about any future plans at the intersection? <br />EMLER: Okay, the intersection of Napoopoo Road and Mamalahoa Highway is <br />planned for some redesign, realignment when the Mamalahoa bypass roadway is constructed or <br />completed as part of the Hokulia project. At that time it will become a crossing intersection with <br />the bypass road. <br />ALAMEDA: Commissioner Rho? That’s good? Any other questions for Mr. Emler <br />while he is up there? Okay, thanks, Ki. You may be seated. All right. I have a thought. And, <br />Mr. Torigoe, please help me with this. I want to call up actually Brad Farwell to see if there is <br />anything to add to this Commission -. So, fellow Commissioners, what do you think about that? <br />Any objections to inviting Brad Farwell? <br />WATANABE: No. I think actually procedurally that’s what we should do anyway, <br />because we do have to consider whether to grant standing or not. <br />ALAMEDA: Okay. Commissioner McCall? <br />MCCALL: Yeah, actually I thought procedurally we do need to bring the applicant up <br />first, I thought. Typically, the applicant comes and has something to say, and then we will bring <br />public testimony and/or the petitioner. <br />ALAMEDA: That sounds good.
