20. Surrounding Zoning and Land Uses: Lands in the vicinity of the project area are zoned <br /> Village Commercial (CV-10), General Commercial (CG- 20) and General Industrial <br /> (MG- la). The existing Kona Coast Shopping Center development is situated to the south. <br /> Lands to the west are part of the 51 lots in the existing Kona Industrial Subdivision and <br /> contain various industrial buildings and activities. To the east of the subject property are <br /> other Lili`uokalani Trust lands including the Makalapua Shopping Center; and further to <br /> the southwest is the Lanihau Shopping Center. <br /> 21. Flood Zone/Drainage: The subject property is situated within Flood Zone "X", or an <br /> area of minimal flood hazard. <br /> 22. Archaeological/Historical Resources: As part of the Environmental Assessment for the <br /> Kona Commons project, Haun& Associates prepared an Archaeological Assessment, <br /> TMK: (3) 7-4-015:15, Land ofKeahuolu, North Kona District, Island of Hawaii dated <br /> March 2007. According to the assessment, no archaeological sites or features were <br /> identified within the subject property. However, given the identification of <br /> archaeological sites on the adjacent property to the south, the State Historic Preservation <br /> Division (SHPD)requested that an archaeologist be present during all ground-disturbing <br /> activities as a precautionary measure. In response, Haun & Associates prepared a Plan <br /> for Archaeological Monitoring, TMK:(3) 7-4-015:15, Land ofKeahuolu, North Kona <br /> District, Island of Hawaii dated November 2007. The monitoring plan specified the <br /> following procedures: <br /> ■ Notify DLNR-SHPD at the onset and completion of monitoring. <br /> ■ Identify and evaluate the significance of archaeological remains revealed during <br /> construction. <br /> ■ Notify DLNR-SHPD upon discovery of potentially significant resources to <br /> determine significance and the nature/extent of necessary data recovery or <br /> preservation measures. <br /> ■ Inform construction supervisors of the purpose of monitoring and the monitor's <br /> authority. In pre-construction briefings and periodic briefings during construction, <br /> inform personnel of procedures to be followed upon inadvertent discovery of <br /> human remains and buried cultural deposits and artifacts. <br /> -6- <br />
