o Establish an agreement with the Board of Land and Natural Resources to set -aside state <br />land at Kanaio, Maui, for the establishment and operation of a game management area. <br />o Establish a cooperative management agreement with private landowners at Kanaio, Maui, <br />for the establishment and operation of a game management area. <br />• Acquire fee title or agricultural/conservation easements for key land parcels to improve <br />public access and enhance opportunities for public hunting, public recreation, and wildlife <br />management. <br />o Acquire fee title for a 1,735 acre addition to Hilo Forest Reserve to expand, and improve <br />access to, existing public hunting areas. <br />o Establish the location of two reserved right-of-ways over private land for access to the <br />Moloaa Forest Reserve, Kauai. <br />o Identify and revise statewide priorities for land acquisition. <br />o Obtain appraisals, boundary surveys, environmental site assessments, and title reports for <br />selected priority acquisitions. <br />o Conduct outreach and education to landowners and other stakeholders. This will increase <br />DOFAW's capacity to create and maintain public access throughout the state. <br />o Participate in public forums organized by other DOFAW programs and partners, such as <br />DOFAW Na Ala Hele Trail and Access System; DOFAW Watershed Partnerships; <br />DLNR Kauai Aquatic Life and Wildlife Advisory Committee, DLNR Soil and Water <br />Conservation Districts; State Game Management Advisory Commission; and Hawaii <br />County Game Management Advisory Commission. <br />o Meet regularly with individual landowners and stakeholder groups. <br />o Design, plan, and produce statewide workshops on access and acquisition processes and <br />issues, including the rights, privileges, and responsibilities of hunters and landowners, <br />and related problems of trespass, liability, insurance, and indemnification. <br />• Develop, improve, and maintain roads, parking areas, trails, fences, gates, and other access <br />infrastructure. <br />o Lihue-Koloa Forest Reserve, Kauai (two routes) <br />o including boundary surveys and environmental assessment <br />o Moloaa Forest Reserve, Kauai (two routes) <br />o including boundary surveys <br />o Kau Forest Reserve, Hawaii (one route) <br />o Kanaio Game Management Area (as determined in management plan) <br />o including management plan and environmental assessment <br />o Hilo Forest Reserve (one route) <br />o including boundary survey <br />C. Expected Results and Benefits <br />The Access and Acquisitions project will facilitate public and management access to <br />approximately 1,000,000 acres of public lands, and will increase public access and management <br />opportunities on private lands. The program will improve DOFAW's ability to more effectively <br />administer its wildlife management programs as well as significantly increase the size of <br />accessible public hunting areas; improve hunter recruitment and retention; and expand hunter <br />effort (hunter days) and success (animals harvested). <br />11 <br />
