Waikoloa Light Industrial Center Change of Zoning <br />Background & County Environmental Report <br />There will be 8 loading spaces for self -storage and 5 loading spaces for MCX. All parking <br />and loading spaces will include the required ADA compliant stalls. See Exhibit 4 for more <br />information on parking. <br />h. Traffic impacts <br />(assessment of existing traffic conditions, anticipated increase in traffic and traffic <br />impacts from proposed use). Please note, a Traffic Impact Analysis Report (TZAR) <br />may be required pursuant to HCC Chapter 25-2-46): <br />AECOM prepared a Traffic Impact Analysis Report (TIAR) for the proposed Waik6loa <br />Light Industrial Center in August 2023. The TIAR: <br />• Documents existing conditions; <br />• Assesses future conditions with the proposed Waikoloa Light Industrial Center, <br />including the access into the site; and <br />• Summarizes transportation issues identified and proposes recommendations to <br />address those issues. <br />The TIAR was prepared in compliance with Hawaii County Code Section 25-2-46 which <br />requires a TIAR: <br />• Be prepared or updated within six months before the submission of a zoning <br />amendment application that can generate 50 or more peak hour trips; and <br />• Include: <br />o Projections for future growth in traffic for a minimum of five, 10, and 20 years; <br />and <br />o Other approved or proposed development that is expected to impact the project <br />area, with reasonable assumptions about the build -out of such development. <br />Access to the Waikoloa Light Industrial Center will be from Waikoloa Road via a new <br />private road (named Hale Hana Street) through TMK (3) 6-8-003: 0322. At the intersection <br />with Waikoloa Road the new road will be designed to line up with Ehukai Loop to form a <br />four-way intersection with Ehukai Loop and Waikoloa Road. The existing Quarry Road (a <br />private road) will be accommodated by a connection with the new road and the current <br />intersection of Quarry Road and Waikoloa Road will be closed. <br />The TIAR notes Waikoloa Village and the surrounding area currently lack light industrial <br />areas. Under the existing conditions, the nearest light industrial areas, Kaloko Light <br />Industrial Park and the Honokohau Industrial Park in Kailua-Kona, are approximately 28 <br />miles away from Waikoloa Village. The completion of the proposed Waikoloa Light <br />Industrial Center is expected to reduce the need to travel outside the community to access <br />a light industrial area and provide a space for the needed service. <br />2 Waikoloa Village Center LLC (Applicant) also owns TMK (3) 6-8-003: 032 (see Exhibit 5 for the deed). <br />See Section 28, description of access, for more information about access and the new private road. <br />5 <br />
