The property is vacant, with no <br />existing structures, and has rolling terrain with an average slope of 6% in a northwesterly <br />direction. <br />19. Surrounding Zoning/Land Uses: Surrounding lands are zoned Open, Residential and <br />Agricultural 1 -acre (RA -la), Multiple -Family Residential 1,500 SF (RM -1.5) and Village <br />Commercial 10,000 -square feet (CV -10) with other properties across Waik6loa Road <br />zoned Single -Family Residential 10,000 -square feet (RS -10) and Multiple -Family <br />Residential 1,500 -square feet (RM -1.5). Existing surrounding land uses include <br />commercial/retail uses such as Waik6loa Plaza and Waik6loa Highlands Center to the <br />north and an existing quarry to the south, as well as residential uses in existing <br />developments including Makana Kai at Wehilani and Paniolo Greens. Additionally, <br />vacant land to the east of the subject property is associated with an existing ordinance <br />that approved the Highlands Golf Estates, a proposed residential/golf subdivision. <br />20. Flood Insurance Rate Map (FIRM): The subject property is situated within Zone "X" <br />on the Flood Insurance Rate Map (FIRM) by FEMA, an area determined to be outside the <br />500 -year flood plain. <br />21. USDA Soil Survey: Soils in this project area are classified as `Auwaiakekua Extremely <br />Cobbly Silt loam with 10 to 20 percent slopes, and Hapuna-Waikui-Lalamilo Complex <br />with 0 to 20 percent slopes. These are well drained soils. <br />22. Land Study Bureau's Detailed Land Classification System: Soil within the subject <br />property is mostly unclassified, with a small portion on the eastern side of the subject <br />property designated "E" or "Very Poor." <br />23. The survey, <br />which included a botanical survey and a faunal survey focused on birds and introduced <br />mammals, reptiles, or amphibians, found no listed, threatened or endangered species in <br />the survey area.
