The proposed facility is not in the Special Management Area <br /> (SMA). The proposed facility is located within the area covered by the Puna Community <br /> Development Plan. A discussion of the relationship of the proposed facility to the plan is <br /> included in Attachment 2—Statement of Code Compliance. <br /> 2.1.2. Lease area. <br /> The proposed 36-ft x 40-ft lease area (1,440 sq. ft.) for the facility (the "Lease Area") is <br /> located on the southeastern portion of the Property. All panel antennas and tower <br /> mounted equipment will be painted to match the proposed monopine. <br /> The ground lease area will include the proposed 150-foot monopine (145-foot tower plus <br /> branches) and a ground base equipment compound within the 36-ft x 40-ft fenced <br /> compound and will be surrounded by a 6-foot-high chain link fence with privacy slats and <br /> a 12-ft wide locked access gate. <br /> 2.1.3. Access and parking. <br /> Access to the Facility will be from Volcano Road through Akatsuka Orchid Gardens gate. <br /> AT&T is proposing a 12' wide non-exclusive access easement for vehicular, pedestrian, <br /> and utilities over a paved driveway crossing tax map key (3) 1-1-020:165 from Volcano <br /> Road to the Facility, as outlined in Attachment 8—Zoning Drawings. Access into the <br /> Facility itself will be for authorized personnel only. Parking will be on the service road <br /> adjacent to the equipment compound. No public parking is required or proposed for the <br /> site. <br /> 2.2. Project Description -Wireless Facilities and Equipment <br /> Specifications of the facilities outlined below, including a site plan, can be found in <br /> Attachment 8—Zoning Drawings, to AT&T's Application. <br /> 2.2.1. Support structure,Antennas, and accessory equipment. <br /> AT&T proposes to install an unmanned 150' monopine telecommunication tower (145' <br /> tower with 5' of branches) with related equipment (the "Tower"). An antenna array for <br /> AT&T will be at a tip height of 146' consisting of four (4) sectors with four (4) antennas <br /> per sector for a total of sixteen (16) antennas, thirty-six (36) remote radio units, six (3) <br /> surge suppressors and one (1) GPS antenna. All panel antennas and tower mounted <br /> equipment will be painted to match the proposed monopine. No exterior lighting is <br /> proposed for the site. <br /> 2.2.2. Hours of Operation. <br /> Besides the initial construction activity, the facility will be serviced by AT&T technicians <br /> on a periodic basis. It is reasonable to expect routine maintenance and inspection of the <br /> facility once a month during normal working hours. Beyond this intermittent service, <br />
