Ground equipment. <br /> • The Tower and all ground equipment will be constructed within the 1,440 sq ft <br /> equipment compound. <br /> • The ground equipment will be enclosed within a chain link fence with double <br /> swing gates with privacy slats. <br /> • A backup 50kW generator with a 221-gallon tank will also be housed within the <br /> enclosed shelter. The emergency generator is Tier 4 Final EPA-Certified for <br /> Stationary Emergency and Non-Emergency Applications. The fuel tank will be <br /> monitored and maintained by AT&T's technicians. <br /> 2.3. Project Environment and Impacts <br /> A National Environmental Policy Act Screening Report ("NEPA Screening Report") was <br /> completed for the proposed facility by EBI Consulting on April, 28, 2023 to evaluate the <br /> proposed wireless facility in accordance with Federal Communications Commission (FCC) <br /> NEPA implementing rules (47 CFR §1.1301-1.1320) to determine if it may have a <br /> significant environmental effect for which an Environmental Assessment(EA) is required. <br /> (See Attachment 13—NEPA Screening Report) <br /> Based upon the results of the assessment, the Wireless Facility will not result in a <br /> significant environmental effect per §1.1307(a) of FCC NEPA Rules. As such, the <br /> preparation of an Environmental Assessment for these criteria is not required. Please <br /> refer to the NEPA Summary Checklist, Section 2.0, and the attachments for complete <br /> details of EBI's evaluation in Attachment 13—NEPA Screening Report. <br /> 2.3.1. Natural Resources Review <br /> A Natural Resources Review of the Property was conducted by EBI Consulting on February <br /> 22, 2023 (See Attachment 13—N EPA Screening Report). The review included examination <br /> of federal and state databases of species and critical habitats. <br /> The proposed project consists of the construction of a new communications facility. <br /> Specifically, the proposed installation will consist of the construction of a 150-foot <br /> monopine tower with support equipment within a 36-foot by 40-foot lease area. <br /> Overhead power lines will extend generally northeast to existing sources. The site will be <br /> accessed via existing access roads. <br /> The property on which the Facility is proposed is improved with a plant nursery with its <br /> associated buildings, parking lot, and maintained/landscaped areas. The area of the <br /> property on which the installation is proposed currently consists of a regularly maintained <br /> (mowed)grass lawn and existing asphalt paved driveway.
