ATTACHMENT 1—Project Narrative <br /> AT&T's Application—HIL03306 Volcano Village East <br /> Page 8 of 17 <br /> In addition, the USFWS also provided the Biosecurity Protocol — Hawaii Island for <br /> operating on Hawaii island that includes recommendations to prevent the <br /> introduction of invasive species. <br /> 2.3.2. Archaeology, Historic&Cultural Resources. <br /> Based on EBI's review, the Wireless Facility does not meet the necessary criteria set forth <br /> in either FCC NEPA rules, the Collocation Agreement, or the 2004 NPA to apply an <br /> exemption from Section 106 review. As such, consultation with the SHPO was required. <br /> Using the FCC's e-106 system, EBI provided the SHPO with project details, copies of <br /> consultation correspondence to date, the results of EBI's evaluation of the potential <br /> effects of the project on historic and archaeological resources, and a request for <br /> comment. <br /> In response to EBI's submittal, the SHPO determined that as proposed, the Wireless <br /> Facility will have 'No Effect' on districts, sites, buildings, structures, or objects significant <br /> in American history, architecture, archaeology, engineering, or culture, that is listed or is <br /> eligible for listing in the National Register of Historic Places. <br /> In the unlikely event that unanticipated Historic Properties, cultural artifacts, <br /> archeological deposits, or human remains are inadvertently encountered during the <br /> proposed construction and associated excavation activities, all ground disturbing <br /> activities will halt immediately and the appropriate local officials and state agencies <br /> contacted, in accordance with Federal and State regulations (36 CFR 800.13(b)). <br /> 2.3.3. Visual Impacts. <br /> The proposed tower is set back 20 feet from the adjacent property to the south with Tax <br /> Map Key (3) 1-1-020:158, also owned by Hawaii Akatsuka Farm Inc. The Property has <br /> many mature trees surrounding the proposed monopine location. The stealth monopine <br /> is designed to blend with the existing tree cover and surroundings of the farm. It is <br /> anticipated that the monopine will not be overtly visible from Volcano Road and <br /> Kahauale'a Road and there will be minimal visual impacts to the community. (See <br /> Attachment 6—Site Photos). <br /> 2.3.4. Public Services, Utilities, and Traffic. <br /> The proposed project does not require wastewater disposal or water facilities. The <br /> proposed project does not require public parking or traffic control measures. The <br /> unmanned facility only requires periodic maintenance and will not generate additional <br /> traffic in the area. Electrical power and backhaul will be accessed through existing <br /> overhead power lines. <br /> The location, size, design and operating characteristics of the proposed communications <br /> facility will not create unusual noise, traffic or other conditions or situations that may be <br />
