ATTACHMENT 1—Project Narrative <br /> AT&T's Application—HIL03306 Volcano Village East <br /> Page 9 of 17 <br /> objectionable, detrimental or incompatible with other permitted uses in the vicinity, in <br /> particular: <br /> • The equipment associated with the facility operates virtually noise-free. <br /> • The equipment does not emit fumes, smoke, dust, wastewater or odors. <br /> • The equipment does not require water, or sewage disposal. <br /> • The facility is unmanned and requires only periodic maintenance. <br /> The proposed facility will not result in conditions or circumstances contrary to the public <br /> health, safety, and general welfare in that advanced technologies, such as wireless <br /> telecommunications, are an asset to local businesses and individual customers. <br /> All AT&T telecommunications facilities operate in full compliance with the regulations and <br /> licensing requirements of the Federal Communications Commission (FCC)and the Federal <br /> Aviation Administration (FAA). <br /> 2.3.5. Radio Frequency Radiation. <br /> A Maximum Permissible Exposure (RFSSRP) study (see Attachment 4—RFSSRP Report) <br /> was completed by Centerline Communications, RF Compliance Experts for the proposed <br /> Facility to determine if the Facility would comply with FCC regulations. Centerline <br /> Communications determined that the maximum cumulative simulated RFE Level at <br /> ground level would be < 1% General Public Limit. <br /> Upon evaluation of the cumulative RF emission levels from all operators at this site, RF <br /> hazard signage and antenna locations, Centerline Communications determined that: <br /> AT&T Mobility, LLC will be compliant when the remediation recommended in Section 6.1 <br /> or other appropriate remediation is implemented. <br /> The compliance determination is based on General Public RFE levels derived from <br /> theoretical modeling, RF signage placement, proposed antenna inventory and the level of <br /> restricted access to the antennas at the site. Any deviation from the AT&T Mobility, LLC's <br /> proposed deployment plan could result in the site being rendered non-compliant. <br /> Required Changes include: <br /> Monopole Access Location <br /> (1) Yellow Caution 28 sign required on the monopole base. <br /> 2.3.6. Flood Hazards <br />
