Land Use Elements: <br /> 14.1.2 Goals <br /> (a) Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural, and physical environments of the County. <br /> 14.1.3 Policies <br /> (f} Encourage the development and maintenance of communities meeting the <br /> needs of its residents in balance with the physical and social environment. <br /> 14.2.3 Policies <br /> (u)Encourage other compatible economic uses that complement existing <br /> agricultural and pastoral activities. <br /> Discussion: Approval of the requested Special Permit would be in line with the <br /> aforementioned economic, environmental and land use goals and policies of the <br /> General Plan by providing an opportunity for the applicants to offset the costs of <br /> their farm by generating supplemental income through the operation of a bed and <br /> breakfast on the property. The applicants believe that the bed and breakfast will <br /> not detract from the ongoing farming activities they have established on the <br /> property,but rather enhance them by generating supplemental income and <br /> increasing awareness of and interest in the importance of supporting local farmers <br /> in Hawaii County. The conifer nursery and timber forest will provide an enriching <br /> and peaceful backdrop for guests to enjoy and appreciate nature, while the ability <br /> to host overnight accommodations will help the applicants offset the costs of the <br /> farm and operate with greater success and sustainability. <br /> Hamakua Community Development Plan <br /> The subject property is located within the Kaiwiki community identified in the <br /> Hamakua Community Development Plan (HCDP). The HCDP attempts to further <br /> define the General Plan and serve as a guide for decision-makers. The proposed <br /> Special Permit request is conducive to the following objectives outlined in the <br /> HCDP: <br /> Objective 2:Protect and restore viable agricultural lands and resources. Protect <br /> and enhance viewscapes and open spaces that exemplify Hdmdkua's rural <br /> character. <br /> Objective 8:Promote,preserve and enhance a diverse, sustainable, local <br /> economy. <br /> 18 <br />
