Objective 9:Encourage the increase in diversity of employment and living options <br /> for residents, including living wage jobs and entrepreneurial opportunities that <br /> allow residents to work and shop close to home and that complement Hdmdkua's <br /> ecology, rural character, and cultural heritage. <br /> Objective 11:Enhance and promote local and sustainable agriculture,farming, <br /> ranching, renewable energy, and related economic support systems. <br /> Discussion: The applicants' biointensive regenerative approach to farming seeks <br /> to restore the agricultural viability and productivity of the property by improving <br /> the overall soil quality for sustainable, long-term production and to restore the <br /> watershed. The Special Permit area, which consists of an approximately 0.5-acre <br /> portion of the property will not impair the ongoing agricultural activities. Rather, <br /> the applicants intend for the bed and breakfast accommodations to complement <br /> the agricultural activities by providing the applicants with an additional stream of <br /> income which will aid in the overall economic stability and success of their farm <br /> while also bringing awareness to the importance of sustainability and supporting <br /> local agriculture. Furthermore, approval of the Special Permit request will allow <br /> the applicants an entrepreneurial opportunity to diversify their income streams. <br /> 3D. Surrounding Zoning and Land Uses <br /> The subject parcel and surrounding area are zoned Agricultural 10-acre (A-IOa) (Figure <br /> 5). Parcels in the area range in size from approximately 10 to 16 acres. The area contains <br /> a mixture of residential and agricultural uses. <br /> The subject special permit request would remain in keeping with the surrounding <br /> residential and agricultural uses and would only allow overnight accommodations for up <br /> to 10 individuals. The impacts from such a small number of guests would be minimal. <br /> Additionally, farm and forest vegetation will serve to buffer views from nearby <br /> properties. <br /> 3E. Flood Insurance Rate Map <br /> The Federal Emergency Management Agency's Flood Insurance Rate Map (FIRM) <br /> designates the subject property to be in Flood Zone X(areas outside of the 500-year <br /> flood) (Figure 10). <br /> 3F. Archaeological Resources <br /> It is unlikely any archaeological or historic resources will be encountered on the property. <br /> The area of the Special Permit request has been previously cleared and used for <br /> residential and agricultural purposes for many years. Furthermore,the only new ground <br /> disturbance proposed is an approximately 500 square foot pavilion which will be <br /> constructed on an existing maintained lawn near the bed and breakfast.Nevertheless, in <br /> the event any inadvertent discoveries are made during any land disturbance activity <br /> 19 <br />
