COASTAL ZONE MANAGEMENT ACT,CHAPTER 205A,HRS S N/S N/A <br /> (Key:S=Supportive,N/S=Not Supportive,N/A=Not Applicable) <br /> development outside of presently designated areas when: <br /> i Use of presently designated locations is not feasible; X <br /> ii Adverse environmental effects are minimized;and X <br /> iii The development is important to the State's economy. X <br /> Discussion: The proposed Project is a private facility,but its development cannot be considered"important to <br /> the State's economy." <br /> Coastal Hazards <br /> Objective:(A)Reduce hazard to life and property from tsunami,storm waves,stream flooding, erosion, <br /> subsidence, and pollution. <br /> Policies: <br /> (A) Develop and communicate adequate information about storm wave, tsunami, flood, X <br /> erosion,subsidence,and point and non point source pollution hazards; <br /> (B) Control development in areas subject to storm wave,tsunami,flood,erosion,hurricane, X <br /> wind,subsidence,and point and non point source pollution hazards; <br /> (C) Ensure that developments comply with requirements of the Federal Flood Insurance X <br /> Program;and <br /> (D) Prevent coastal flooding from inland projects. X <br /> Discussion:According to the Flood Insurance Rate Map(FIRM)prepared by the Federal Emergency <br /> Management Agency(FEMA),National Flood Insurance Program(NFIP),the Property is located in"Zone X", <br /> meaning that the Property and surrounding area is outside of the 0.2%annual chance floodplain(Exhibit 7). <br /> There are no known hazards to life and property on the Project site from storm wave,tsunami runup,hurricane <br /> storm surge,wind,stream flooding,erosion,subsidence,and pollution. <br /> Managing Development <br /> Objective:(A)Improve the development review process, communication, and public participation in the <br /> management o coastal resources and hazards. <br /> Policies: <br /> (A) Use, implement, and enforce existing law effectively to the maximum extent possible X <br /> in managing resent and future coastal zone development; <br /> (B) Facilitate timely processing of applications for development permits and resolve X <br /> overlapping or conflicting permit requirements;and <br /> (C) Communicate the potential short and long-term impacts of proposed significant coastal X <br /> developments early in their life cycle and in terms understandable to the public to <br /> facilitate public participation in the planning and review process. <br /> Discussion: This application discusses potential impacts and mitigation measures of the proposed Winter Farm <br /> project which will be reviewed by the Planning Department and the Windward Planning Commission. <br /> Public Participation L IL <br /> Objective:(A) Stimulate public awareness, education, and participation in coastal management. <br /> Policies: <br /> (A) Promote public involvement in coastal zone managementprocesses; X <br /> (B) Disseminate information on coastal management issues by means of educational X <br /> materials, published reports, staff contact, and public workshops for persons and <br /> organizations concerned with coastal issues,developments,and government activities; <br /> and <br /> (C) Organize workshops, policy dialogues, and site-specific mediations to respond to X <br /> coastal issues and conflicts. <br /> 13 <br />
