Earthwork volumes will include approximately 16,000 Cubic Yards (CY) of cut <br /> and approximately 13,270 CY of fill (excess material to be placed in an identified spoils area <br /> outside of the State Conservation District). BMPs, such as silt fences,will be implemented to <br /> prevent pollution of the shoreline. <br /> Any grading will be done in compliance with the Hawaii County Grading Ordinance and the <br /> terms of an NPDES permit, including the preparation of an erosion control plan and <br /> implementation of BMPs. Temporary erosion control measures during construction will <br /> minimize soil loss and erosion hazards. BMPs may include temporary sediment basins, <br /> temporary diversion berms and swales to intercept runoff, silt fences, slope protection, <br /> stabilized construction entrances and truck wash-down areas. <br /> The Property is located within Zone X which is defined by the FEMA as "areas determined <br /> to be outside the 0.2% annual chance floodplain." (Exhibit 7). <br /> (2) No development shall be approved unless the authority has first found: <br /> (A) That the development will not have any substantial adverse environmental or <br /> ecological effect, except as such adverse effect is minimized to the extent practicable <br /> and clearly outweighed by public health, safety, or compelling public interests. Such <br /> adverse effects shall include, but not be limited to, the potential cumulative impact of <br /> individual developments, each one ofwhich taken in itselfmight not have a substantial <br /> adverse effect, and the elimination ofplanning options; <br /> (B) That the development is consistent with the objectives, policies, and special <br /> management area guidelines of this chapter and any guidelines enacted by the <br /> legislature; and <br /> (C)That the development is consistent with the county general plan and zoning. Such <br /> a finding ofconsistency does not preclude concurrent processing where a general plan <br /> or zoning amendment may also be required. <br /> Discussion: The proposed Project will not have substantial adverse environmental or <br /> ecological effects and will not have a cumulative adverse impact on the environment or <br /> involve a commitment for larger actions. Section III.F. above provides a discussion regarding <br /> any irreversible or irretrievable commitment of resources. <br /> The proposed Project is consistent with the objectives,policies, and special management area <br /> guidelines as detailed in this section. In addition, the proposed Project is: 1) consistent with <br /> the County of Hawaii General Plan Land Use Pattern Allocation Guide (Exhibit 21); and <br /> 2) consistent with the County of Hawaii Zoning Code (Exhibit 6). <br /> (3) The authority shall seek to minimize, where reasonable: <br /> (A)Dredging,filling or otherwise altering any bay, estuary, salt marsh, river mouth, <br /> slough or lagoon; <br /> 16 <br />
