Landowner: CALCAM INVESTMENTS LLC,Monument, CO. <br /> BACKGROUND INFORMATION <br /> 6. Special Management Area (SMA): The project parcel is completely unaltered and <br /> undeveloped, no previous SMA approvals have been requested. <br /> 7. Chapter 343, HRS: Pursuant to Hawaii Revised Statutes (HRS) Ch. 343-5, the <br /> proposed activities do not trigger the need for an Environmental Assessment (EA), <br /> therefore,no EA is required. <br /> STATE AND COUNTY PLANS <br /> 8. State Land Use Designation: Agricultural <br /> 9. General Plan LUPAG MAP: Rural (rur) and Open (ope) <br /> 10. County Zoning: Agricultural 1-acre (A-la) <br /> 11. Puna Community Development Plan (PCDP): The Puna Community Development <br /> Plan was adopted by the Hawaii County Council by Ordinance No. 08-116 on <br /> September 10, 2008, and amended on November 4, 2010, by Ordinance No. 10-104; on <br /> June 8, 2011, by Ordinance Nos. 11-51, 11-52, & 11-53; and on December 6, 2011,by <br /> Ordinance Nos. 11-117 & 11-118. <br /> 12. Special Management Area (SMA): The project is located within the Special <br /> Management Area and therefore,the proposed development is subject to SMA review. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 13. Subject Property: The property consists of approximately 23,958 sf and is located on <br /> the makai side of Paradise Ala Kai Drive. The property is rectangular in shape and is <br /> undeveloped and overgrown with vegetation. The property is generally flat, with a slight <br /> slope to the shoreline which consists of an unvegetated volcanic bench. To the north is a <br /> parcel developed with a single-family residence and related improvements, to the south <br /> by an undeveloped parcel, to the west is Paradise Ala Kai Drive, and to the east is the <br /> ocean. <br /> -2- <br />
