14. Surrounding Land Zoning/Uses: The surrounding area is primarily residential with <br /> most of the parcels developed with single family residential structures and related <br /> improvements within the A-la zoning designation. Immediately makai of the subject <br /> parcel is the rocky coastline which consists of small volcanic benches and cobble/boulder <br /> deposits. The location of the shoreline is the top of the bench. <br /> 15. Land Study Bureau's Detailed Land Classification System: The project site is listed <br /> as "E" (Very Poor). <br /> 16. Agricultural Lands of Importance to the State of Hawaii (ALISH) System: The <br /> project site is listed as "unclassified" ("0") on the ALISH Map. <br /> 17. Flood Insurance Rate Map (FIRM): The majority of the subject property is within <br /> Flood Zone X which is the area determined to be outside the 500-year flood zone; the <br /> coastal area is within Flood Zone VE which is the Special Flood Hazard Area inundated <br /> by the 100-year coastal flood, and based flood elevations calculated. Additionally, the <br /> property is in the tsunami evacuation area. During evacuation, occupants of the proposed <br /> house would use Paradise Ala Kai Dive to evacuate the area. <br /> 18. Flora/Fauna Resources: No biotic surveys were conducted for the subject parcel; <br /> however, the applicant does not believe that the site contains any rare or endangered <br /> floral and faunal resources. The parcel has been undeveloped and no rare or threatened <br /> species have been noted on the subject parcel. Site vegetation consists of common, non- <br /> native plants, shrubs, and grasses. The site is not known to be a habitat for any rare or <br /> endangered wildlife other than could be found along the shoreline. The <br /> residential/developed nature of the surrounding area would make it less likely to find <br /> other protected and endangered species. <br /> 19. Archaeological Resources: The applicant has stated that due to the long history of <br /> development within this established subdivision, the existence of any surface or <br /> subsurface archeological remains is extremely unlikely. <br /> 20. Cultural/Historic Resources: The subject parcel is adjacent to the shoreline which <br /> supports activities such as fishing or gathering. While there is no specific shoreline access <br /> path or trail through the subject parcel, the proposed project will not alter, or impact <br /> access along the shoreline or its use. It is not known whether the subject site or <br /> -3- <br />
