permit components are outside existing mapped drainage easements. The special permit <br /> area slopes slightly uphill in an easterly direction from approximately 580 feet elevation <br /> to approximately 650 feet elevation and there are no perceptible topographic or geologic <br /> constraints. <br /> 12. Surrounding Zoning/Land Uses: Surrounding properties to the north are zoned A-5a, <br /> properties to the south and east are zoned A-5a and A-la and properties to the west are <br /> zoned A-la. The Mamalahoa Bypass Road (Ali`i Drive)runs adjacent to the parcels on <br /> the mauka(east) side. The properties to the northwest and just east of the Mamalahoa <br /> Bypass are also owned by the Ackerman Ranch. The properties directly to the north are <br /> ranch lands as well, owned by the Palika Ranch Family Limited Partnership. The <br /> properties to the west and south of the subject site are part of the Haleki`i-Onouli <br /> subdivision and include a variety of Hokuli`a Community Services such as a wastewater <br /> treatment plant, municipal water facilities, maintenance facilities and golf facilities as <br /> well as several large vacant parcels. A bit further south is the Hokuli`a Phase 1 <br /> Subdivision consisting of several approximately 1-to-2-acre parcels. These parcels <br /> contain a mixture of vacant land and farm dwellings, with the nearest dwelling sited more <br /> than 1,300 feet from the permit area. <br /> 13. USDA Soil Survey Report: Soils in the permit area are classified as Wai`aha medial silt <br /> loam, 10 to 20 percent slopes. <br /> 14. Land Study Bureau Soil Rating: The permit area is largely designated as "D" or"Poor" <br /> and a small portion is designated as "C" or fair for agricultural productivity. <br /> 15. Agricultural Lands of Significance to the State of Hawaii (ALISH): The permit area <br /> is classified as "Other" important agricultural land, which are lands of statewide or local <br /> importance for the production of food, feed, fiber, and forage crops. These lands can be <br /> farmed satisfactorily by applying greater inputs of fertilizer and other soil amendments, <br /> drainage improvements, erosion control practices, flood protection and produce fair to <br /> good crop yields when managed properly. <br /> 16. Flood Zone: The permit area is situated within Zone X, determined by FEMA to be an <br /> area of minimal flood hazard. According to the Department of Public Works, Engineering <br /> Division the northern portion of Parcel 004 (but not including the proposed permit area) <br /> has an area situated with Zone A by FEMA. Any work to be done in this area shall <br /> comply with Chapter 27, Floodplain Management, of the Hawai`i County Code. <br /> 4 <br />
