request to increase the maximum school enrollment is due to an increase in demand and to <br />accommodate the return of 5th graders to the school campus. Over the past two years the <br />school shifted 5th graders to the Makua Lani High School campus so that total enrollment <br />did not exceed the maximum allowed by SPP 549. However, the applicant notes that 5th <br />graders are more developmentally suited to be part of the elementary school campus as <br />opposed to part of the middle school and high school campus. <br />3. Parking: Parcel 46 has two existing parking lots that will provide 4 parking stalls to be <br />used by teachers during school hours. According to the applicant, the parking lots will also <br />be used on Sundays by Grace Church. <br />4. Hours of Operation: The school is open Monday through Friday, 7:00 AM to 4:00 PM, <br />with students in attendance on weekdays from 7:30 AM to 2:45 PM, except Wednesdays <br />when students leave at 12:30 PM. <br />5. Landowner: Makua Lani Christian Academy. <br />6. Supportive Information: The applicant has submitted the attached in support of the <br />request. (Planning Department Exhibit 1 — Special Permit Application dated <br />September 22, 2023) <br />BACKGROUND INFORMATION <br />7. April 16, 1984: Effective date of SPP 549, approved by the Planning Commission to <br />establish a church and related improvements on Parcel 37. <br />8. September 1, 1992: Effective date of an amendment to SPP 549, to allow the <br />establishment of a primary school, with a maximum enrollment of 60 students. <br />9. July 6, 1995: Effective date of an amendment to SPP 549, to allow an increase in the <br />maximum enrollment from 60 to 120 students. <br />10. February 17, 1998: Effective date of a State Land Use Boundary Amendment (SLUBA) <br />for TMK (3)7-4-006:038 (Parcel 38), including what is currently Parcel 46, from <br />Agricultural to Rural and a Change of Zone (Ordinance 98-8) from Agricultural -5 acres <br />(A -5a) to Residential -Agricultural -.5 acres (RA -.5a). <br />11. September 30, 1998: Effective date of Special Permit No. 1010, to allow the <br />establishment of a church and related facilities (Grace Community Church) on Parcel 38, <br />a portion of which is now Parcel 46. <br />WA <br />
