Conditions of approval were included with the 1998 permit amendment, some as new <br />conditions and some carried over from the previous 1995 permit amendment, to address <br />traffic concerns, as follows: <br />• Condition No. 6: The applicant, its successors or assigns shall construct a left <br />hand turn storage lane/pocket at a location to be determined by Department of <br />Public Works after review of the revised traffic report. <br />• Condition No. 7: The applicant shall submit a maintenance agreement in <br />accordance with and approved by the Department of Public Works, to clear and <br />maintain the vegetation in the right of way along Palani Road for sight distance <br />purposes, prior to securing Final Plan Approval. <br />• Condition No. 8: The applicant shall install flashing lights along Palani Road, in <br />accordance with and meeting the requirements of the Department of Public Works, <br />prior to the issuance of a certificate of occupancy for any expansion. <br />Regarding Condition No. 6, according to DPW, a permit to work within the county right- <br />of-way was issued on July 24, 2009, for a project that included construction of a left -hand - <br />turn storage lane and widening of Palani Road, providing a joint access point to the subject <br />properties. However, DPW has noted that according to their records, the permit never <br />received final inspection. Regarding Condition No. 7, by letter dated July 19, 1999, the <br />Planning Department informed the applicant that a letter addressing compliance with this <br />condition was forwarded to DPW for review, however no response indicating DPW <br />approval has been found in Planning Department records. Regarding Condition No. 8, in <br />comments dated March 21, 2024, DPW notes there are no records regarding installation of <br />flashing lights on Palani Road and recommends that the applicant establish a school zone <br />to include installation of flashing beacons on the approach to the academy with standard <br />school signage, meeting with the approval of DPW, Traffic Division. <br />32. Water: According to the Department of Water Supply (DWS), each of the subject parcels <br />is currently served by an existing 5/8 -inch meter which is limited to one unit of water, <br />equivalent to an average daily usage of 400 gallons per day (gpd). DWS notes that average <br />daily water usage through the 5/8 -inch meter serving Parcel 37 (existing school property), <br />over the past 2 years, is approximately 1,267 gallons per day, which is equivalent to 4 units <br />of water and exceeding the capacity of the 5/8 -inch meter.
