on the subject properties consists of elephant grass, ohia trees, silver oak trees, jacaranda, <br />areca palms, monstera, avocado trees and royal palm trees and animal species present <br />include feral pigs, chicken and mongoose. There are no known endangered species of <br />plants or animals on the subject properties. <br />28. Archaeological/Cultural/Historical Resources: No archaeological and cultural study <br />was conducted of Parcel 46 as it has been impacted by ground -disturbing activities <br />associated with previous development of the access drive and parking lots. The subject site <br />is not adjacent and/or proximate to the shoreline, therefore gathering of marine life and <br />coastal access for Native Hawaiian gathering and fishing rights is not an issue. The <br />applicant states that there are no known archeological or cultural resources or customary <br />native Hawaiian rights being practiced on the property. <br />29. Public Access: There is no known public access to the mountains or the shoreline that <br />runs through the subject properties. <br />PUBLIC UTILITIES AND SERVICES <br />30. Access/Parking: Access to the subject properties is from Palani Road, a County owned <br />and maintained road with a 20 -foot -wide pavement within a variable -width right-of-way. <br />The 2 existing access points include one right -turn -only access point, providing ingress, <br />and a second access point with full turn movements, providing ingress and egress. <br />According to the Department of Public Works (DPW), since Palani Road is an existing <br />collector road, no additional access points are recommended for the proposed use. The <br />applicant notes that there are 2 existing parking lots located on Parcel 46 which will provide <br />4 parking stalls to be used by teachers. <br />31. Traffic: A Traffic Impact Analysis Report (TIAR) was submitted with the last application <br />to amend SPP 549, dated August 13, 1998. At the time, the TIAR was reviewed by DPW <br />who recommended that a consolidated access drive be established with a left turn storage <br />area on Palani Road. Subsequently, the Planning Commission requested submittal of a joint <br />TIAR, to address cumulative traffic concerns from developments occurring on both the <br />main school property, parcel 37, and on an adjacent property then identified as TMK (3) <br />7-4-006:038. A joint TIAR was submitted to the Planning Department, recommending a <br />consolidated access drive to serve both developments, installation of a flashing signal <br />facing south bound on Palani Road, and construction of a left-hand storage pocket. <br />Irbil <br />
