IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The State land Use designation of the subject property is Urban. As such, no action by <br /> the State Land Use Commission is required. <br /> B. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide ("LUPAG") map <br /> designates the site Low Density. Accordingly, a General Plan amendment to the <br /> LUPAG map would not be required. The proposed church is consistent with a <br /> residential community and public use area. <br /> Relative to the Low Density designation,the general plan allows consideration for uses <br /> that are single — family residential in character, ancillary community and public uses <br /> and convenience type of commercial uses. <br /> C. South Kohala Community Development Plan <br /> In accordance with the South Kohala Community Development Plan (SKCDP) the <br /> proposed use for a church is consistent with the proposed uses, current need and long <br /> term planning of the area. South Kohala is the fastest growing district in the County <br /> of Hawaii percentage wise as projected within the SKCDP from 2000 to 2020 with the <br /> area nearly doubling in population. The growth in the region opposed to other districts <br /> is much more aggressive therefore accounting for a strong need for additional public <br /> services and public facilities such as schools,parks and churches. <br /> Based upon a total population of 13,131 in 2000 and a conservation estimated <br /> population of 24,426 the area requires a diversified offering of religions to support the <br /> urban expansion. As stated in Section 5.1.2, Land Use, "Given the rapid increase in <br /> residential units in Waikoloa, additional public facilities and commercial businesses <br /> are needed". This has in fact proven true as within the last 3 years Waikoloa Lutheran <br /> Church has already supplemented the need for the residential growth within the <br /> Waikoloa Village region and in parallel with growth of the area has outgrown the <br /> current space available. <br /> Numerous residential facilities that have been constructed or continue to be constructed <br /> such as The Lofts at Waikoloa West, The Lofts at Waikoloa East, affordable housing <br /> in and Kamakoa Nui affordable housing. There has been a rapid development and <br /> residential build-out of the northern part of Waikoloa Village such as Kilohana Kai— <br /> Phase 1 (substantially built out but vacant lots being developed), Kilohana Kai- Phase <br /> 2 (6 lots) and future planned Keolalani at Waikoloa—Phase 1 (78 lots). <br /> The Applicant believes the Waikoloa Lutheran Church's proposed improvements and <br /> 9 <br />
